<br />.1 <br /> <br />. <br /> <br />e <br /> <br />.< <br /> <br />MINUTES OF COUNCIL WORKSESSION OF 5/18/93 <br />PAGE lWO <br /> <br />There has been comment of misunderstandings through the DNR. Probst was directed <br />to send a letter to Commissioner Sando to clear up any <br />misunderstandings relating to intent. <br /> <br />Review of Ramsev County Proposal of Road Turnbacks. <br /> <br />City Engineer Terry Maurer presented the preliminary proposal from Ramsey County <br />relating to the road tumbacks. Old Snelling would be seal coated and Lake Johanna <br />Blvd would have State Aid Improvements. Council agrees that Maurer research what <br />monies would be available for Stowe Avenue and County Road F for improvements. <br />Council discussed taking County Rd F (between Lexington and Hamline Avenue) and <br />take Lake Johanna Blvd and Old Snelling, Maurer suggests that Council direct him to <br />make a structural site visit at the bridge area over Snelling Avenue, This bridge area <br />was rated #56 in 1993. Council directed City Engineer to research what monies would <br />be available for improvements on County Road F which would include checking with the <br />Mounds View High School, (School District #621) and study the need for bridge work <br />over Snelling Avenue, and comparing to consider a north-south turn back. <br /> <br />Mr. Chapman requested that his concerns be heard relating to issues in the area being <br />addressed at this time. He referred to his letter of May 17 which was included in the <br />packets for this evening. Mr. Chapman states his work experience in the area of a <br />Planning Consultant and after researching the Old Snelling area, suggested that the <br />logical width for this area is 80 feet of right of way, He believes the area is currently too <br />wide and it should be reduced when the City receives it back. Mr. Chapman suggests to <br />leave the NE portion as is and don't touch the lower end of the area until the bridge <br />area is addressed. <br /> <br />Councilmember Hicks stated he would like to hear from affected residents. Hicks <br />comments issues that would need addressing include whether the land would be given <br />back to the residents or if it would be sold. <br /> <br />Councilmember Probst indicated a trail improvement option should be considered. <br /> <br />City Engineer Maurer agrees that a 80 foot ROW is sufficient for this area, but the area <br />would need to be checked for easements. <br /> <br />Council directed City Engineer Maurer to research the issues addressed above with the <br />City Planner and report back to Council at a later worksession. Mr. Chapman asked to <br />be included in the discussions. <br /> <br />Everest Group. Revised Concept Plan of Development of Gatewav Business District. <br /> <br />Tim Nelson, Bill Franke and Jeff Nielsen presented their proposal at this time. Mr. <br />Nelson presented an overview of the Concept Plan showing the vision of the "Corporate <br />Headquarters" preserving the best 12 acres for this location. The Plan is for a three (3) <br />story Corporate structure, underground parking with a mix of office and non office use. <br />There is approximately 70 acres with II acres for road ROW, 31.25 for open space, <br />leaving a net of 59 acres, The proposal uses brick and glass exterior and possibly <br />masonry block on backwall. Council indicated that a trail system possibly reaching <br />Long Lake Regional Park and/or Round Lake maybe a future consideration. <br />
