<br />. <br /> <br />. <br /> <br />4t. <br /> <br />. <br /> <br />MINUTES OF THE ARDEN HILLS COUNCIL WORKSESSION 5/18/93 <br />PAGE THREE <br /> <br />A concerned was addressed by the Council relating to potential non permitted uses and <br />difficulty in controlling this. Council indicated that further discussion could be followed <br />up regarding such issues relating to the non permitted uses, He further commented that <br />there were many changes being requested and felt in certain areas the Plan was <br />requesting too many changes. Councilmember Probst stated the GBD criteria was <br />written on a larger scale with minimal details, Permitted uses are easier to deal with. <br /> <br />The Council discussed the availability of lakeside office sites and related limited truck <br />uses. <br /> <br />The Council discussed money in escrow up front to provide for the road and possibly a <br />bridge. Councilmember Malone stated that this area may be included in the TIF <br />District. Mr. Nelson stated he would like to see the development take place first, then <br />the land acquisition and public improvement and avoid putting the road in up front. Mr. <br />Nelson questioned whether the City would consider providing the water, sewer and <br />bridge. <br /> <br />A question was raised whether the Development Agreement could be sold to another <br />developer without the consent of both parties. Mr. Nelson stressed the importance of a <br />working relationship and trust factor between the developer and the City, <br />The Council concurred the Concept Plan overall is favorable and suggested that Mr. <br />Nelson and his staff draft a Development Agreement and present to staff in June with <br />Council review. <br /> <br />Zonlnl! Enforcement and Conslstencv Update <br /> <br />City Administrator Person requested direction from Council relating to Parking Permits. <br />Current staff has found many inconsistencies relating to the Parking Permit Request, <br />Special Use Permits, and Sign Permits. <br /> <br />Many parking requests have been brought to City Hall asking for permission to park for <br />a longer period of time than the six hour maximum, In the past, the parking permits <br />were authorized for different period of times and for various reasons. <br /> <br />Council directed staff to research the parking permit request with neighboring cities and <br />to verify their policies, if they in fact have parking permit policies. Councilmember <br />Hicks requested a "friendly living" approach to this issue. <br /> <br />In the interim, Council directed staff to set in place a 30 day procedure and present this <br />procedure to the Council. <br /> <br />It had been brought to the Administrator's attention that Ryder Transportation currently <br />has a nonconforming parking lot. A 1973 variance was denied, but the owner appears to <br />have expanded the parking lot. Various options were discussed including allowing a time <br />frame to comply limits set on expansion, but to clarify that the City intends to enforce <br />ordinances. <br />
