' . <br /> Minutes of Regular Council Meeting <br /> Monday, December 12, 1983 <br /> Page Two <br /> Miller noted that this is the logical location for the s tree t <br /> (~ on each property); noted that the Comp rehensive Plan <br /> specifically noted the extenaion of Arden View Drive to Snelling <br /> Avenue and at the time the existing portion of Arden View Drive <br /> was plat ted and constructed, it was the intent of the City <br /> Coun cil to provide an eventual connection to Snelling Avenue. <br /> Miller referred Council to a transparency of the Royal Hills <br /> North and McClung Third Addition, showing the McClung Third <br /> Addition access through Royal Hills North plat, and also showing <br /> the major drainage channel that flows into this srea f rom the . <br /> Southeast. Miller noted that the City Engineer indicates that <br /> the natural basin can be modified, bu tits storage capacity <br /> must be maintained. <br /> Miller described al~erstive . t re e t layouts that were cons ide red, <br /> but are not recommended because of extremely steep street irades. <br /> and/or crossing the pond, a desi rab le ameni ty to the plat as <br /> well as for water storage. Miller explained that an engineering <br /> study is needed as well as a grading plan relative to how <br /> building pads re 1 ate to street elevationa. Miller reported that <br /> the Planning Commission recommends Council approval of the <br /> Pre l1minary Plat of Royal Hills North with the fo llowing <br /> con tingencies: <br /> 1. !1.limination of Arden View Drive right-of-way west of <br /> Royal Hills Drive. <br /> 2. Provision of inside r.o.w radius of at least 25 feet. <br /> at the turn in Arden Vista Drive. <br /> 3, Satisfactory resolution of storm water storage at the <br /> southwest portion of the site; if .th is results in <br /> significant changes to the plat, re-evaluation of the <br /> plat by the Planning Commission. <br /> 4. Provision of a 20' wide park dedication along the east <br /> boundary of the p rope rty. <br /> 5. Acquisition of the north ~ of Arden View Drive by the <br /> City and/or the developer by negotiation with Mr. Reiling, <br /> by the condemnation process or by other legal means of <br /> acquisition. <br /> 6. Provision of 40' sideyard setbacks on corner lots instead <br /> of 20' as shown. <br /> 1. Provision of satisfactory grading studies for difficult <br /> lots, particularly Lot 1 and 2 of Block 3, to de te rmine <br /> the re la tionship of building pads to the street and the <br /> possible need for setback variances. <br /> 8. Re-name Arden Vista Drive to either Arden Vists Court <br /> or Circle. <br /> Miller noted that Council has two op tions : <br /> 1. Approve with con tingencies, or <br /> 2. Hold until the contingencies are resolved. <br /> In discussion, concern was expressed relative to water problems , <br /> on existing lots in the area (McClung let Addition). Miller <br /> said this is apparently caused by a blockage at Snelling Avenue; <br /> noted that it is basically as engineered - resident conce rn is <br /> that this may intensify as development occurs. Miller said a <br /> basement elevation at 920' is considered the minimum; reported that <br /> the Podlasekproperty, (west of Royal Hills North) is at 9 30 ' ; <br /> noted that the critical thing is the control of run off of Lo ts <br /> 1, 2 and 3 - Podlaaek is not against the plat, but is concerned <br /> abOut run 0 f f onto his land. <br /> Eibensteiner explained that he is concerned about the ~ atreet <br /> proposed on the Reiling property; reported that Reiling has <br /> said he will not partiCipate in the plat, noted that he told <br /> Reiling he intends to go ahead with the plat; suggested that a <br />
