Marcel said he wsnts the plat to proceed; has severe <br /> grading problems on the plat; can't grade completely if he <br /> cannot go ahead wi th the entire plat. <br /> Council discussed possible methods of acq ui ring the needed ~ <br /> stree t, hop~fully not by condemna tion, if other means can be <br /> negotiated with Mr. ReUing. <br /> It was queried how much Arden View Drive has to be raised to <br /> . extend it to the west - answer was 6'-8'; asked if fi lling <br /> close to 30 ' would make Lota 1-4 buildable. Miller said the <br /> elevation of the street has been established; would have been <br /> desirable to have existing street elevation 6-8 feet lowe r, <br /> grading plan will be needed to establish building pads on these <br /> lots. <br /> A map from the City's area drainage s tuay was reviewed by Council, <br /> indi cating the direction of surface drainage. It was noted that <br /> the ponds are not included in the storage requirements; water <br /> north of Arden View Drive goes northwes t, and south of Arden <br /> View Drive goes southeast and then wes t; drainage way pulls <br /> drainage from east of Hamline. Miller noted that a good deal of <br /> engineering study is needed; cut and fill will be needed in <br /> some areas. <br /> Eibensteiner said he proposes to build on pilings on Lot 2, <br /> Block 1, which is very 10w,It was noted that Arden View Drive <br /> was once proposed as a State Aid Road. Present status of the <br /> road was requested as well as the pathways in the Townhouse <br /> properUes (No rth snd South). <br /> The potential traffic pattern through the area, as the two plata <br /> are proposed, was discussed. It was stated that the bulk of <br /> the traffic would probably tend to go north to Highway 96, from <br /> the area. It was noted that presently to go w",s t from the <br /> townhouses is not good. Christiansen said he has some reservstion <br /> relative to the extension of Arden View Drive. <br /> After discussion, Mulcahy move d, seconded by McAllister, that <br /> Council table action for one month on the plat pending negotiation <br /> with. Mr. Reiling for the ~ street. (Woodburn and Eibensteiner <br /> to meet with Reiling). Motion carried unanimously. (4-0) <br /> (McNiesh was requested to advise City Attorney of how Council <br /> is proceeding) . <br /> Case No. 83-13, Preliminary Plat of McClung Third Addition <br /> Miller referred Council to Planning Memo.. (l1/30/83), Planning <br /> Commission Minutes ( 12/7/83) and to transparency of 12 lot <br /> subdivision. Miller said he feels the plat as proposed is <br /> appropriate; note d that the plat responds to the park dedication <br /> ,. request by the City Parks Director (pathway along east side of <br /> property); noted that the Engineer wants flexibility of the north/ <br /> south drainage way between lots; explained that it may be relocated <br /> at final plat if considered a more appropriate location after <br /> engineering study has been comp le te d. <br /> Miller indicated certain problem lots; noted that all lots meet <br /> or exceed the minimum lot area, width and depth requirements; <br /> reported that the Planning Commission re commends approval of <br /> the Preliminary Plat with the following contingencies: <br /> 1- Approvsl of Preliminary Plat of Royal Rills North. <br /> 2. Approval of location and width of drainage easements <br /> by the City Engineer. <br /> 3. Provision of an inside r. o.w radius of at least 25 feet <br /> at the turn in Arden Vista Drive. <br /> 4. Re-name Arden Vista Drive to Arden Vista Circle or Court. <br /> 5. Setback on Lot 1, Block 1 be shown at 40' instead of 20'. <br /> 6. No gap iil street alignment of Arden View Drive between <br /> the two plats. <br /> -- - <br />
