<br />Pursuant to due call and notice thereof, a special meeting of the City Council

<br />of the City of Arden Hi lis, Minnesota, was held in the City Hall In said City on
<br />
<br />Monday, August 22, 1983, at 7:30 o'clock p.m.

<br />The fol lowing members were present: Mayor Woodburn and Councilmen McAI lister,
<br />
<br />Hicks, Christiansen and Mulcahy; and the fol lowing were absent: none.

<br />Ell iott-Hendrlckson, Inc., City Engineers; Steve Lee of Minr.esota Pollution Control
<br />
<br />Agency; Charlotte McNiesh, Clerk Clerk-Administrator; Dorothy Zehm, Deputy Clerk.

<br />MAYOR WOODBURN: The hearing is for Improvement No. W-83-4. It wi II be explained
<br />in a moment. Mrs. McNiesh, do you have the affidavit of pU5licatlon?
<br />
<br />MRS. MC NIESH: The notice was published in the New Brighton Bulletin and mailed
<br />to affected property owners on August 11th.
<br />
<br />MAYOR WOODBURN: Comments wi I I be entertained, obviously, from the audience,
<br />but at the present time, to explain the proposed improvement, I'll cal I first on
<br />Engineer Christoffersen. I wi II state, too, that it's a complicated proposed
<br />improvement because of the number of governmental divisions Involved. 1'1 I call
<br />later on Steve Lee of the P.C.A. Mr. Christoffersen.

<br />MR. CHRISTOFFERSEN: The general location of the Improvement Is bounded by
<br />35W on the west, Highway 96 on the south and Highway 10 on the east and north.
<br />(Pointing to a map of the area). This is a watermain along the south side of Hwy
<br />96. At th I s poi nt it crosses to the north s I de (Chri stofferseni denttf I ed the
<br />proposed 12" watermain along the west side of service drive right of way from
<br />Hwy 96 north approximately 2,400', end an 8" main from that point north to the
<br />south corner of the lumber yard (Stewart Lumber).

<br />Christoffersen explained that E.P.A. and P.C.A. funding would include the
<br />service Into the bui Iding, not to the property line as Is the usual policy.
<br />Christoffersen noted that a waiver of trespass wi II therefore be needed for each
<br />connection on private property. Christoffersen said the estimated cost of the
<br />improvement as proposed (12" and 8" mains) is $170,500; explained that E.P.A.
<br />has recommended a 6" diameter system @ $130,200; noted that if improvement is app~ved,
<br />and E.P.A. wi II only fund a 6" line, the $40,300 additional cost is proposed to be
<br />assessed at:
