Lee explained <br />that various levels of wel I contamination were detected In the triangle area, 7 <br />badly contaminated: <br /> <br />3 In New Brighton <br />4 i n Arden HI II s <br />24 wells have low level contamination <br />(cons i dered usab Ie potab I e water)., <br /> <br />Lee explained EPA conducted a feasibility study which was completed the end of June, <br />which would provide a temporary water system by means of a 4" watermaln; noted that <br />PCA recommends a main large enough to provide fire lines; the 12"/8" watermaln pro- . <br />posed Is currently being considered in Chicago and Washington, D.C.; believes EPA wi I I <br />fund 6" and probably 12"; do not have a final decision on this. <br /> <br />Questions and Comments from the Floor <br /> <br />Mr. Harry Werllen, 4647 Highway 10, said he works for the City of St. Anthony; <br />stated we only want water to our houses; do not need to pay for a 12" line; al I <br />we need is an 8" main. <br /> <br />Christoffersen explained that the 12" line coincides with the master plan; noted <br />that the pressure loss is greater in a smaller line; feels It is desirable to main- <br />tain pressure for fire protection purposes. <br /> <br />Mr. Werllen said there is no reason for a 12" line; 8" mains service St. Anthony. <br /> <br />Christoffersen noted that the proposed water line is not looped. <br /> <br />Mr. Richard De Witt, 4651 Highway 10, said the original proposal was a 6" main. <br />Lee said a 6" main would meet State Code. De Witt asked If service lane will be <br />torn up. Christoffersen said that part of It wi II be; construction wi II be as far <br />off the paved surface as possible, but In the street right-of-way. Christoffersen <br />explained the improvement proposed Is the same plan proposed in 1980. <br /> <br />It was explained that Arden Manor Mobile Home Park Has no fire protection from Its <br />own system; fire trucks wil I have to obtain water from the City hydrant system on <br />trucks. It was noted that an emergency connection can be made at the Prior Avenue <br />entrance to Arden Manor (north side of Highway 96). <br /> <br />Jeanne Winiecki, 4471 Highway 10, asked If the source of the well contamination <br />has been determined. Lee indicated (on a map of the area) the several sources of <br />contamination In the arsenal (hi I I, Building 502 and the north side, etc.); also <br />noted the approximate location of the most highly contaminated wells In New Brighton <br />and Arden Hil Is. Lee said "trace levels" have been found In two wells south of <br />Highway 96; noted that the trace levels found south of Highway 96 do not meet health <br />criteria for contamination (water Is considered usable). <br /> <br />Jim Breske, 4659 Highway 10, said he Is concerned about aval lability ~f ambulance <br />service during construction; explained he is on kidney dialysis; reported that he <br />hooked up to the Arden Manor water system when his wel I was found to be contaminated. <br />Breske asked If he would have assessments for the proposed improvement if he is hooked <br />up to Arden Manor water system. <br /> <br />. <br /> <br />-2- <br />
