<br />- <br /> <br />Carol Werllen, 4647 Highway 10, asked if the City plans to go with the 12" <br />main, or will City consider an 8" main? <br /> <br />Mayor Woodburn said the Councl I is considering all comments at this time. <br /> <br />Carol Werlien: said she agrees that an 8" main would be sufficient for our needs. <br /> <br />line. <br /> <br />Mr. Werllen said he doesn't feel they should have to pay for people down the <br /> <br />David McDonald (attorney representing Werllens, Winleckis and other residents), <br />asked the size of the line under consideration - 12" or 6". Lee said he has encour- <br />aged the City to apply for the 12" main for fire protection purposes; If EPA approves <br />it as described, there wll I be no assessment. <br /> <br />. <br /> <br />Mr. John Melquist, 1699 Chatham Avenue, said he plans to bui Id on a lot on <br />Round Lake; is interested in the area south of Highway 96; asked if EPA will also fund <br />this area; asked if army wil I repay EPA If found responsible. <br /> <br />Lee responded that there Is the possibility of reimbursement by the parties <br />found to be the source of the contamination, not by EPA Super Fund; does not know <br />whether State wi I I ask for reimbursement for home owners; State and EPA wi II be <br />reimbursed; seems very likely that the source wi I I be found. <br /> <br />Mr. Werlien said he feels strongly that the hookups should be Into the houses; <br />the hole wi II be there when the main is put through. Christoffersen said this wi II <br />be done on this particular improvement; this is not City's usual procedure. <br /> <br />Mr. De Witt asked when City proposes to let the contract. Christoffersen <br />explained that the improvement depends on the funding; the aim Is to get the line in <br />by late 1983, If the City goes ahead with the Improvement; probably wi II not be able <br />to complete the restoration unti I next spring. <br /> <br />Mr. Werlten asked where the 8" line is to begin; asked if the price wi II drop <br />at that end. Christoffersen indicated the location of the beginning of the 8" main; <br />explained that City policy is to assess commercial at 1.5 times the residential rate. <br /> <br />Mr. Werl ien said an 8" I ine can handle two fire trucks. <br /> <br />David McDonald asked what Council wi 11 do if EPA funds a 6" I ine. Wi Ii there <br />be another public hearing? Mayor Woodburn said there wi I I not be another hearing on <br />this proposal; an assessment hearing If needed, yes. It was noted that Council wi II <br />make Its decision based on the advice of the citizens, City Engineer, etc. Councl I <br />wants resident Input tonight in order to make its decision. <br /> <br />Mayor Woodburn asked If there were any written questions or objections. <br /> <br />Charlotte McNlesh read a letter from 550 Associates opposing any assessment <br />for the watermain on the Arden Manor property and offering Highway 10 residents <br />hookup to the Arden Manor water system. <br /> <br />After determining that there were no additional questions or comments from the <br />floor, the public hearing was closed at 8:31 p.m. <br /> <br />. <br /> <br />-3- <br />
