Rein) relative to correction of drainage and dumpster situations; noted <br />that Oassow has agreed to correct the problems. <br /> <br />REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> <br />. <br /> <br />Case No. 83-17. Front Setback - Lot 12. Block 4. Josephine Hills <br /> <br />A transparency of the subJect lot and proposed house location was shown. Councl I <br />was referred to Board of Appeals report (7-20-83), Planning memo (7-26-83) and <br />to Planning Commission recommendations (Minutes of August 3, 1983). <br /> <br />Miller explained that a portion of the lot Is within the Flood Fringe District; <br />noted that residences are permitted provided that the basement floor Is at or <br />above the regulatory flood protection elevation (886 In this case). Miller explained <br />that the proposed house wi II be 2 feet above that elevation and will require about <br />21 yards of fill to protect the plumbing, and wi II have very little Impact on <br />the wetland. <br /> <br />MI I ler indicated an alternative access to the lot from the south from Edgewater; <br />noted there is a slgplficant grade change In this area, requiring grading and <br />tree removal, resulting In greater Impact on the wetland. <br /> <br />Alexander showed a scale model of the lot and house; reported that RCWD has <br />approved the proposed location and fll I; explained that, as proposed, It will <br />require a minimum amount of fll I; noted that the garage and utility core Is to <br />the northwest of the site; if moved to the south, garage and house would have <br />to be on pi lings. Alexander said they discussed their house proposal with <br />members of the Lake Josephine Association; noted that exact measurements were <br />unknown at that time; said he wants his house to blend Into the neighborhood; <br />feels It fits the environment, which was also a consideration of RCWD. <br /> <br />Lamb reported that Ray Moss, a neighbor on Fernwood, cal led the Village Hal I tonight <br />to advise that he has no opposition; does not know whether he was speaking for <br />himself or other members of the association as wel I. A transparency showing <br />sight lines for existing homes to the lake was shown. Alexander noted that the <br />proposed location wll I enable use of solar energy; south area would negate this <br />posslbll ity. <br /> <br />The lake easement and access easement to Edgewater were noted. Alexander said <br />his attorney is verifying these easements; noted that the lake easement is 10' <br />wide and about 20' long; access easement from Edgewater across Klatt lot may <br />have been cancelled when Klatt house was built. <br /> <br />Christiansen moved, seconded by Hicks, that-Council approve the 20' front setback <br />variance on Lot 12, Block 4, Josephine Hi lis, as proposed. Motion carried <br />. (Christiansen, Hicks, Mulcahy, Woodbum voting In favor of the motion; MCAllister. <br />abstaining (4-0-1). <br /> <br />Case No. 83-20, Site Plan Review - Additional Gasoline Pump Island, <br />Amoco Station. 1306 W. County Road E <br /> <br />A transparency of site plan was shown, and Councl I was referred to Planning memo <br />(7-27-83), and to Planning Commission recommendations (Minutes of Aug. 3, 1983). <br /> <br />Miller explained that the additional pump Island wi II have three pumps; noted <br />that the. proposed location does not affect on-site circulation adversely; noted <br />that no variances are needed and the additional pumps do not Impact on the parking <br />requirements. Miller reported that this station Is not under SUP - was apparently <br />built prior to the SUP requirement for service stations. <br /> <br />In discussion, concern was <br />cars/trucks between service <br />the easterly access drive. <br /> <br />expressed relative to sufficient room to manipulate <br />doors and the proposed easterly pump Island and at <br />Miller said the proposed Island Is 12' from the east <br /> <br />-2- <br />
