Motion carried unanimously. (5-0) <br /> <br />Case No. 83-15A, Lot Spilt and Site Plan Review, <br />Woodbrld~ePropertles. Phases II and II I <br /> <br />Copies of the revised lot spilt plan (8-8-83) were reviewed by Counci I. Miller <br />explained that the split, as proposed, wI II essentially equalize parking on the <br />Phase II and Phase III lots. Miller referred Council to areas of Planning Com- <br />mission concern and dIscussion: <br /> <br />- access to Pine Tree Drive, <br />- location of trash enclosure, Bldg. I II. <br /> <br />MIller reported that the Planning Commission recommends approval of the site plan <br />for Phases II and I I I, subject to applicants response to a re-deslgn of the entrance <br />drive at Pine Tree DrIve and relocation of the trash enclosure, which currently <br />Is proposed In the front setback of the Phase I II bui Idlng. Miller reviewed the <br />recommended condItIons of approval, which reflect the same requirements as for <br />Phase I. <br /> <br />David WeIr, G~ry Vogel, Scott de Lambert and Eric Nesset were present. A modified <br />site plan was presented which Incorporated a re-deslgn of the Pine Tree Drive <br />dIvided entry, providing a longer Island divider. Vogel noted that the traffIc <br />approaching the exit from the site Is controlled by a "Stop" sign from the north <br />and from the south; noted that the entrance modIficatIons, and trash enclosure <br />relocation reduce the number of parkIng spaces by about 6. Vogel noted that the <br />trash enclosure has been relocated and Incorporated In the Phase I, Building A <br />enclosure. <br /> <br />In discussion, the height of the apartments to the south and McGuIre's motel <br />were estimated at 35' and 40'+ respectively. It was noted that cross easements <br />wll I be needed over the three-phase site relative to trash enclosures (Phase I I I <br />and Phase I), parking (Phases II and I II and Phase I - A and B), pond, roads, <br />uti Ilties, etc. (al I Phases) and should be fl led with the City. It was noted <br />that even sma I I changes In the site plan, after approval, should be reported to <br />Council. <br /> <br />Vogel described the detention basin, which he said wll I be constructed with Phase I; <br />noted that a baffled weIr wi II al low It to drain without overburdening the line <br />In Pine Tree Drive. In discussion. Christoffersen suggested that a water loop <br />connection be considered (Vogel said It wi II be looped); noted that because <br />utilities are to serve more than one owner, some agreement wll I be needed for <br />maintenance and repairs; suggested an association type agreement as In the <br />townhouse villages. <br /> <br />. <br /> <br />Hicks moved that Council approve the lot spilt Into Parcels 3A and 3B (dated 8-8-83) <br />and the modified site plan of Phases II and III (dated 8-8-83), SUbJect to the <br />followIng: <br /> <br />I. Slgnage Plan approved by Planning Commission and Councl I. <br />2. Site utilities plan approved by City Engineer. <br />3. Grading and drainage plan approved by City Engineer. <br />4. Landscape Plan approved by City Planner. <br />5. Plan approved by Fire Chief. <br />6. Lighting and screening to be consistent with Phase I. <br />7. Cross-easements for parkIng, road, uti Iltles, detention pond <br />to be recorded with the City prior to building occupancy. <br />8.
