Miller noted that some ordinances he reviewed include a <br />prohibition of blasting from the community. <br /> <br />Christiansen moved to table the Final Reading until the r~~~jihangeS <br />are Incorporated In the Fire Code, Including prohibition -c5~Il!wrn agents from <br />the community, and statements added to Items I and 3 (Planner's me ) relative <br />to storage of larger than 500 gallons by Special Use Permit, as provided In <br />City Code, Section VI, E (10). Motion was seconded by MGAI lister and carried . <br />unanimously. (5-0) <br /> <br />Report re Re~ulation of Satellite Dishes and Antennas <br /> <br />MI I ler reported that currently we are dealing with satellite dishes as an <br />accessory use, enforcing side and rear setbacks; noted that 8 communities were <br />contacted- re controls and problems: <br /> <br />- only 3 have raised the Issue, and none have adopted <br />regulations for dishes, but do have antenna controls. <br />- found that the dishes are apparently not considered a <br />serious problem to date; most communities treat them <br />as accessory uses; some feel that the need to control <br />may subside when Cable comes In. <br />- noted that the City of Plymouth requires a Planning <br />review before Instal lations. <br /> <br />Miller noted that a cable distribution site, proposed In the industrial district, <br />w I II be rev i ewed for SUP app rova I - I s cons i dered to be an "other than norma I <br />accessory use"; reported that receiving antennas and towers are treated as height <br />variances (are permitted 4' higher than district height limitations). <br /> <br />In discussion, Mulcahy said there has not been a lot of attention given to the <br />regulation; feels they are a visual eye-sore and ought to be regulated; would like <br />to regulate dishes and height of private antennas, possibly to consider a "ban" <br />on them; suggested that Councl I consider a "fee" to Instal I them, possibly equal <br />to the cost of connecting to cable. <br /> <br />McNlesh noted that fees should relate to enforcements costs. McAllister expressed <br />concern that City may be confronted with first amendment problems; feels that <br />orange newspaper boxes are also an eye-sore. McAI lister said she Is not inclined <br />to pursue regulation of dishes and antennas at this time. No council action was <br />taken. <br /> <br />ReQuest for Aluminum Can RecvcllnQ Machine - Mike Albanefe <br /> <br />McNlesh reported the merter was deleted from the Agenda untl I a location has <br />been found for Council's consideration; noted that Arden -Plaza had not been <br />consulted relative to the proposed Hauser Super Valu parking lot location. <br /> <br />ReQuest for Sldwalk Sale Permit - Hol~aard's. Inc. <br /> <br />Bob Bachman, Holgaard's, Inc., referred Council to his letter and drawing of the .... <br />Sitzmark site, Indicating the proposed location of a 40' x 140' tent they would <br />I ike to erect east of the building for a 4-day sale, Sept. 22 thru Sept. 25. <br />Bachman says no signs have been ordered; does not anticipate a need for signs; <br />noted that al I goods wi II be under the tent. <br /> <br />Christiansen moved, seconded by MeAl lister, that Council approve the tent and <br />4-day sale, Sept. 22 thru Sept. 25. Motion carried unanimously. (5-0) <br /> <br />Bachman reported a traffic sight problem at the southeast corner of the Sitzmark <br />property; asked if the trash enclosure fence can be lowered to provide better <br />sight line for traffic from the west. Council concurred that fence height may <br />be reduced to Improve the line of sight for traffic, but must screen the dumpster <br />area. <br /> <br />Bachman asked if any permits are needed for the tent (bldg., electric, etc.). <br />Need for permits was referred to Bui Idlng Inspector Squires and/or Electrical <br />Inspector PetterseQ. <br /> <br />-4- <br />
