<br />,. <br /> <br />Minutes of Regular Council Meeting <br />July 23, 1983 <br />Page Three <br /> <br />Approval of Ten-Year Park Development Plan <br /> <br />Council was referred to the Minutes of the Parka and Recreation <br />Committee Meeting, recommending certain changes to the Ten-Year <br />Park Development Plan, and to the attached Guidelines for Park <br />Development, Arden Hills Parks and Recreation Department. <br /> <br />Buckley reported that the following will be accomplished in 1983: <br /> <br />Hazelnut Park - service road and landscaping. <br /> <br />. <br /> <br />Crepeau Park - <br /> <br />will cut psth through area and bridge. <br />the marah area <br /> <br />Perry Park - <br /> <br />top dressing of black dirt. <br /> <br />Floral Park - <br />I <br />I <br />Cum1"ings Park - <br />! <br /> <br />a_gregate placed on tbe road. <br /> <br />site grading and installation of soft- <br />ball field and general skating rink. <br /> <br />I <br />Trails - <br /> <br />are upgrading the corridors. <br /> <br />In discu,sion, Mulcahy suggested that the 1984 proposed arsenal <br />projectaibe deferred until 1985; property may not be available <br />as soon "S 1984. <br />, <br />I <br />It was s~ggested that the Floral Park tennis court project could <br />then con~eivably be moved from 1985 to 1984, as recommended by <br />the Park, Committee. It was noted that 3 tennis courts would then <br />be propo,ed in 1984, two single courts @ $10,000 each and one <br />double c~urt @ $16,500. Buckley noted that the 4 courts at Johanna <br />Middle S*hool will be lost; tennis is a high priority for many <br />reSident,. Buckley said that if the arsenal property becomes <br />availabl+, City should "jump on it" and accomplish the grading,etc. <br />i <br />Mulcahy 'oved, seconded by McAllister, that Council approve the <br />Ten-Year Park Development Plan as presented, with two changes: <br /> <br />1. Move Floral Park tennis court from 1985 to 1984 high <br />priority, and <br /> <br />2. Move the arsenal 1984 high priority projects to 1985. <br /> <br />Motion c,rried unanimously. (4-0) <br /> <br />. <br /> <br />I <br />In discu,sion of adequacy of number of ballfields, Buckley said <br />we stilllhave a shortage of ballfields; noted that we will still <br />have theisame number in 1984 as in 1982 (1 less at Perry Park and <br />1 additi~nal at Cummings Park). Buckley reported that the Committee <br />is sensiCive to the residents, and is trying to resolve the ball- <br />field shJrtage. Buckley suggested that Fridays may have to be <br />I <br />added tOlthe game schedule. <br /> <br />Lamb sug~ested that there should be an analysis of the effect of <br />these ca~ital outlays on operating coats. <br /> <br />I <br />Buckley ~aid he will need additional seasonal help, but not additional <br />full-tim~ personnel. <br /> <br />PUBLIC SiFETY COMMITTEE RECOMMENDATIONS <br />I <br />, <br />County Rqad E/Ramline Avenue Access Problem <br />! <br />Council ~as referred to the Minutes of the Public Safety Committee <br />meeting ~7/l8/83), summarizing the safety concerns described by <br />Mr. Sali~ros and his suggested solutions to the access problems at <br />County Rqad E and Hamline Avenue. <br /> <br />-3- <br />
