<br />I <br /> <br />Minutes of Regular Council Meeting <br />June 13, 1983 <br />Page Four <br /> <br />controversial; feels Council can develop guidelines on which to <br />base a decision of "yes" or "no"; feels it is a serious enough <br />matter to give it attention in a paragraph by paragraph review. <br /> <br />McAllister said she sees no value in guidelines unless Council <br />agrees it is going to entertain IRB financing; feels this type <br />of financing in Arden Hills is circumventing the law. <br /> <br />Woodburn noted that the Council hasn't'had guidelines in the <br />past; Arden Hills has not encouraged applicattons and has dealt . <br />with previous requests satisfactorily to Council, without the <br />benefit of guidelines. Woodburn said he doesn't aee an area in <br />Arden Hills where Council would be interested in IRB financing; <br />noted that Council, in his opinion, has already voted against <br />IRB financing when Council did not set a public hearing; does <br />not want to encourage developers. <br /> <br />Hicks said, if Counci~ passes the motion to postpone, he has <br />questions to ask the applicant if Council is not going to discuss <br />the guidelines tonight. <br /> <br />Christiansen withdrew his motion and Mulcahy withdrew his second. <br /> <br />Hicks said his position, relative tb, the issue, is that a set <br />of guidelines is useful if Council wants to participate in IRB <br />financing; feels if Council continues th'e "no policy", it will <br />not get a flood of applications; feels Council does not need to <br />adopt guidelines if it is not interested in participating; if <br />Council is interesxed, he would not have a problem adopting <br />guidelines. <br /> <br />McAllister moved to not consider adoption of any guidelines. <br />Motion was seconded by Hicks. <br /> <br />In discussion, Christiansen noted that the applicant would have <br />to fulfill adopted guidelines; feels this is the reason other <br />cities, and Popovich, have addressed them. <br /> <br />Mulcahy said he feels Council should be clear as to the signal <br />Council is giving to the applicant; asked what that signal is; <br />do we or do we not want to adopt guidelines tonight. Mulcahy <br />said he will vote against the motion; feels guidelines are useful. <br />Christiansen said he feels there is a viable use for IRB financing <br />in Arden Ui11s; feels thereew~11 be instances where the guidelines <br />will be advantageous in the future. Hicks said he does not feel <br />that having guidelines gives Council an advantag~~ Council will <br />have the same opportunity to consider the financing without the <br />the guidelines. Woodburn said there may be a time IRBs will be <br />advantageous; feels the guidelines, in general, are excellent, <br />but are an invitation; feels it inappropriate to encourage <br />expenditure to apply if Council does not intend to consider this <br />type of financing. <br /> <br />. <br /> <br />Mulcahy asked what Council intends. to say; does Council not want <br />guidelines because it is saying "no" to the applicant, or "no" <br />to working on guidelines? Woodburn explained that it is his under- <br />standing there is no application at this time; no public hearing <br />was set. <br /> <br />Motion carried (McAllister, Hicks, Woodburn voting in favor of <br />the Motion; Christiansen, Mulcahy voting in opposition. (3-2) <br /> <br />Mulcahy suggested that there may be questions or comments from <br />the floor relative to the Council's action. <br /> <br />-4- <br />
