<br />. <br /> <br />. <br /> <br />. <br /> <br />Minutes of Regular Council Meeting <br />June 13, 1983 <br />Page Five <br /> <br />Mr. Prince (Juran and Moody) suggested that the discussion was <br />the most compelling reason why the City should have guidelines; <br />a divided situation; feels it would be important to see what <br />Council likes and dislikes about IRB financing; queried why it <br />is not suitable for Arden Hills;_noted that Council~s concern <br />re charging fees, m.king it look like City is inviting applications, <br />can be dela~ed; can charge the fees if Council decides to do <br />something for the applicant. Prince said the policy of Council <br />can be short; if opposed, that is the policy, but feels it should <br />be in writing. Prince said guidelines and policies should be <br />established; otherwise, Council will have this discussion over <br />and over again; feels it is more efficient if guidelines are <br />adopted. ' <br /> <br />Mr. Weir (Woodbridge Properties) asked if it is the spirit behind <br />the Motion that Council is not in favor of IRBs. McAllister said <br />it 1s a tllower case I'nol'. <br /> <br />Mulcahy noted that, in his estimation, the New Brighton Bulletin <br />and Town Crier coverages of the matter were very good, but feel <br />it unfortunate that the magnitude of the project was not mentioned - <br />a $15 million investment. <br /> <br />Status Report -_~~f Disposa~~~ <br /> <br />Public Works Supervisor Bud Johansen referred Council to his memo <br />(6-9-83) and a letter from Ramsey County Solid Waste (6-3-83), <br />relative to the suggested leaf disposal site at the end of Hudson <br />Road; noted that R.C. Solid Waste Dept. would like to establish <br />a leaf site that would serve more than one municipality; feels <br />this is a good site to hopefully serve New Brighton as well as <br />Arden Hills; noted that Ramsey County has money budgeted to sign <br />and gate the site and to hire someone to maintain the site when <br />it is open, etc. <br /> <br />Johansen asked Council's direction re whether Council wishes to <br />proceed with the project; reported that Parks Director Buckley <br />and he met with Ramsey County personnel and Dave Fridgen, New <br />Brighton's sanitarian, on the proposed site; reported that <br />Buckley is agreeable to negotiate the project on behalf of Arden <br />Hills' interest, if Council pursues the project. <br /> <br />In discussion, Johansen said New Brighton would like to be involved <br />in the Arden Hills site, if possible; ~uggested that the licensed <br />haulers be made aware of the project to see if they are agreeable <br />to a pick-up arrangement, at no charge to residents, etc. <br /> <br />It was noted that personnel will be needed at this site to see <br />that bags are dumped out and removed, and that only grass and <br />leaves are dumped. <br /> <br />Johnson reported that Buckley received a call from Ramsey County <br />today relative to a different site, a bove the site o~tginally <br />contemplated; Ramsey County wants to store g~avel and snow also. <br />Johansen said the lower site is not visible from the residences <br />on Hudson; higher site would be visible. Johansen reported that <br />Arden Hills now stores black dirt on a portion of the Ramsey <br />County Open Space site. <br /> <br />Hicks queried whether the proposed uses are consistent with the <br />reasons for which the site was obtained. Johansen said 3-wheelers <br />are currently using it. <br /> <br />It was the general concensus of Council that Johansen act as <br />project coordinator, assisted by John Buckley, to negotiate a <br />three government agency agreement (Ramsey County, New Brighton, <br />Arden Hills) for Council's consideration. It was Council's intent <br />thatLif terms are agreeable, the leaf site be operational by <br />this fall. <br /> <br />-5- <br />
