<br />. <br /> <br />Minutes of Regular Council Meeting <br />June 13, 1983 <br />Page Eight <br /> <br />OTHER BUSINESS <br /> <br />Parks Committee <br /> <br />Mulcahy reported that the Parks and Recreation will tour the Village <br />Parks on Tuesday, June 14th, starting at 6:00 p.m.; meeting will <br />follow the tour at the Village Hall. <br /> <br />Ramsey County Sheriff P~~!_~~~alse Alar~s <br /> <br />McAllister reported that she and Clerk Administrator McNiesh attended <br />the meeting in Shoreview; Sheriff's Dept. favors a uniform ordinance <br />regulatl~g private alarm systems. McAllister reported that a sample <br />ordinance was received and discussed. Some of the concerns were <br />appropriate fees to be charged and hd~ fees would be collected; if <br />bill is sent and not collected, is this a misdemeanor; could unpaid <br />charges be collectible as a special assessment, etc. It was felt <br />that Ndefinitions" are needed; the primary concern is to stop false <br />alarms; noted that Ramsey County Sheriff feels many people will have <br />alarms when Cable TV is available. <br /> <br />. <br /> <br />Youth Service B'!E*,au <br /> <br />Hicks reported that the Y.S.B. is reviewing its program; trend in <br />some service bureaus is to seek greater sources of funding; noted <br />that courts will contribute to crisis-oriented Y.S.B. rather than <br />counseling; staff believes their orientation is toward counselling <br />to change youth behavior. Hicks said Y.S.B. will be asking for-more <br />funding from municipalities in 1984, and will be asking for United <br />Way funding; reported Y.S.B. will lose Bush Foundation funding in <br />1984. <br /> <br />REPORT OF VILLAGE CLERK ADMINISTRATOR CHARLOTTE McNIESH <br /> <br />Resolution No. 83-33, Apportioning Assessment for Water Impr. No. 68-1, <br />Arden Oaks <br /> <br />Hicks moved, seconded by McAllister, that Council adopt Resolution <br />No. 83-33. Motion carried unanimously (5-0). <br /> <br />1984 Budget Guidelines <br /> <br />McNiesh reported that she has requested department heads to leave <br />all employee salaries at current rate when submitting budget proposals <br />for 1984; will ask Council for a % add-on later. Council concurred <br />that all instructors', etc. salaries remain the same as well for <br />budget purposes. <br /> <br />McNiesh asked for an interest guestimste for 1984. <br />Council concurred that 7% be used. <br /> <br />After discussion, <br /> <br />Municipal Code Corp_,,-rat~~_!:.o..;;_t:.._~s~i~ste_ to R~vie.!'-S.~Code <br /> <br />. <br /> <br />Council was referred to letter from Municipal Code Corporation (6-2-84) <br />and to Attorney Lynden's letter of 6-9-83 re analysis of the Arden <br />Hills Code. <br /> <br />After discussion, Hicks moved, seconded by Mulcahy, to not proceed <br />with the anal1zstion at the present time. Motion carried unsnimously. <br />(S -0) <br /> <br />Claims and Payroll <br /> <br />McNiesh requested approval of check for $50,000 (transf~r of funds) <br />and $1,003.13 for PERA in addition to the checks listed. <br /> <br />After discussion, Christiansen moved, seconded by Hicks, that Council <br />approve the Claims and Payroll, PERA and transfer check as submitted. <br />Motion carried unanimously.
