<br />, <br /> <br />Minutes of Regular Council Meeting <br />April 25, 1983 <br />Page two <br /> <br />Avenue trail at the east side of the park, as well as the westerly <br />trail system at Amble Road and Wyncrest Court. <br /> <br />Buckley explained that the high priorities for this park are soft- <br />ball/soccer field, tennis and informal open neighborhood play area; <br />noted that the neighbors have been contacted by %he sub-committee, <br />and five or six neighborhood residents attended the April 12th <br />meeting and are apparently satisfied with the revised concept plan. <br />(Buckley noted that 30-40 neighbors opposed the 1981 Plan 3 con- <br />cep t.) <br /> <br />Buckley explained that grading and seeding is proposed this summer; . <br />also propose to ag-lime the ball field and to install back stops <br />in 1983; anticipates installation of play equipment and tennis <br />courts and hard surface court in 1984. Buckley said he anticipates <br />flooding over ag-limed field for skating this winter. <br /> <br />In discussion, it was queried why flooding is proposed over ag- <br />lime instead of over grass or dirt as in the other parks. It was <br />also queried whether it is the intent that the hockey side boards <br />will be dismantled for summer use of the area, and whether or not <br />lights are proposed. Buckley said that hockey is not considered <br />a high priority for Cummings Park; it is intended that if a hockey <br />rink is established, lights will be needed; the boards would be <br />dismantled for the summer months. <br /> <br />Another concern was the number of games and/or practice sessions <br />that will be scheduled per week. Buckley said three nights/week <br />for adult or youth soccer and softball games. <br /> <br />D. Klick reported that several of the ,neighborhood residents are <br />interested in tennis; suggested that more than two courts may be <br />needed in the future. <br /> <br />P. Lippert reported that in their survey, residents wanted a <br />league size ball field and tennis courts in the initial develop- <br />ment of the park; hockey carried a low priority. <br /> <br />The estimated cost of a tenn~s court was reportad to be $17,000+. <br />It was queried how construction of tennis courts in 1984 will <br />affect the 10-year Park plan. Buckley said that priorities are <br />being re-evaluated for incorporation in the 10-year plan. <br /> <br />Buckley reported that the sign up for baseball indicates there <br />will be about the same number of teams as in 1982. <br /> <br />In discussion of park maintenance and anticipated need for addi- <br />tional personnel, Buckley said he will not need additional full <br />time people this year; will need additional personnel in 1984; <br />will address these needs in the long range plan. Council concurred <br />that no hiring for summer help will be authorized until Council <br />reviews the Budget, as affected by cuts in State aid. <br /> <br />Prevention of park and trail traffic by motorized vehicles was <br />discussed. Buckley reported that a low berm is proposed along <br />east side of Cummings Park to discourage motorized vehicles; cur- . <br />rently have a 2, 3 and 4-whee1 vehicle problem, probably because <br />the park is not developed; suggested neighborhood harassment of <br />offenders may eliminate the problem; slso suggested issuance of <br />citations to offenders. <br /> <br />It was noted that the trails appear to end at a private street <br />(CDC). Buckley said this trail stub could be eliminated. <br /> <br />Mulcahy moved, seconded by Hicks, that Council approve the Cummings <br />Park Site Concept Plan dated 4-4-83, and authorize preparation of <br />Plans and Specifications for grading. Motion carried unanimously <br />(5-0) . <br /> <br />Approval of 1983 Summer Program <br />Council was referred to 1983 Summer Program Proposal, recommended <br />for approval by the Parks and Recreation Committee (Minutes of <br />April 12, 1983). <br /> <br />-2- <br />
