Motion carried unanimously <br />(5 -0) . <br /> <br />Approval of Instructors for Spring Program <br />Council was referred to Buckley's memo of 4-21-83 recommending the <br />hiring of instructors for the 1983 Spring Program. <br /> <br />. <br /> <br />The proposed $13.00/student rate for golf instructor and $7.25/hr. <br />rate for tennis instructor, both of which represent a substantial <br />increase over rates paid in 1982, were questioned. Buckley ex- <br />plained that there are not too many golf and tennis participants; <br />rates are in line with other communities. It was suggested that <br />perhaps these instructions should not be offered, if there are eo <br />few participants. <br /> <br />Proposed rates of pay for Summer Playground Program were requested. <br />Buckley said he proposes $140/week for 8 weeks for the supervisor <br />(same as last year) and $4.25/hour for playground leaders. <br />($4.15/hour in 1982). No increase in 1983 over 1982 was suggested <br />by McA).lister. <br /> <br />After discussion, Hicks moved, seconded by Mulcahy, that Council <br />approve the hiring of leaders for the 1983 Spring Program as out- <br />lined, at the rates proposed in memo. Motion carried unanimously <br />(5-0). <br /> <br />McAllister asked why a Playground Supervisor is needed with only <br />four playground leaders to supervise. Buckley explained that the <br />Supervisor coordinates the programs and assists the leaders; also, <br />substitutes for leader in case of illness. Buckley explained <br />that he supervises the over all Summer Program; supervising the <br />coaches and coordinates field schedules for games and practices. <br /> <br />Development Agreement, Hazelnut Park Addition, Phase I <br />Deferred to Council meeting of May 9, 1983. <br /> <br />1983 Seal Coating <br />Council wes referred to a Seal Coating map which indicated, in <br />yellow, the streets proposed to be seal coated in 1983. Johansen <br />described the area as follows: <br /> <br />Streets south of County Rd. E, west of Lake Johanna, <br />and streets between Highway 51 and N. Snelling Ave.; <br />also Harriet and Pascal Avenues. <br /> <br />After discussion, Hicks moved, seconded by McAllister, that Coun- <br />cil authorize preparation of Plans and Specifications and Adver- <br />tisement for Bids for 1983 Seal Coating, as per map. Motion <br />carried unanimously (5-0). <br /> <br />. <br /> <br />Rebuilding Lift Station No.2 <br />Council was referred to Johansen's memo of 4-22-83, reporting <br />that the Public Works Committee recommends rebuilding Lift Station <br />No. ~ as soon as possible, following Plan B of the proposed New <br />Brighton Sanitary Sewer Connection Report of 8-18-81. <br /> <br />Johansen briefly reviewed the three alternative sewer plans pre- <br />sented in the report, identified as Plan A, Plan B and Plan C. <br />Johansen noted that the primary difference between Plan B and Plan <br />C is that under Plan B the need for Sewer Pumping Statian No. 10 <br />would be eliminated (No. 10 would remain in service under Plan C) <br />Johansen explained that under Plan A, sewage from the area north <br />of 1-694 would be pumped two times, once at Pumping Station 10 <br />and secondly through Pumping Station 2. <br /> <br />Johansen reviewed the estimated 1981 costs for the various alter- <br />natives: <br /> <br />Plan A - $802,800 <br />Plan B - $561,200 <br />Plan C - $432,400 <br /> <br />-3- <br />
