,I

Minutes of Regular Council Meeting
April 25, 1983
Page four

Johansen reported that Council approved Plan B in 1981; explained
that Plan B appears to be the most feasible; noted that it is
essential that No.2 Lift Station must be rebuilt as soon as pos-
sible to the appropriate capacity (800 GPM under Plan B). Johansen
noted the following breakdown of 1981 cost estimates for Plan B
cons truc tion:

18" Sewer $301,600
( line to interceptor)
Jacked Crossing of 35W 44,000
Pumping Station 112 90,000 .
( increase to 800 GP 11)
Pumping Station 115 3,000
(increase cap to 900 GPM)
Pumping Station 1110 5,000
( remove and salvage)
$443,600
Contingencies 44,400
Legal Engineering & Misc. 73,200
$561,200

Johansen explained that the proposed rebuilding of Lift Station
No.2 will be similar to that of Lift Station No.5, which has
been rebuilt; noted that No.2 will have an above ground block
building, but, because of its remote location, will not need ex-
terior brick etc. to make it compatib~e with the neighborhood.

In discussion, regarding methods of financing Plan B (pending
recommendations from the Finance Committee) ,it was noted that
approval of the rebuilding of Lift Station No.2, commits the
City to the interceptor connection (Plan B).

Christiansen moved, seconded by McAllister, that Council autho-
rize preparation of Plans and Specifications and Advertisement
for Bids for Rebuilding Lift Station No.2, based on Alternate
Plan B, Proposed New Brighton Sanitary Sewer Connection. Motion
carried unanimously (5-0).

Leaf Disposal
Johansen reported that the Public Works Committee has discussed
the proposed leaf disposal project, but tabled further study pend-
ing possible legislation to allow leaf burning. Johansen indi-
cated a possible leaf disposal site at the east end of Hudson Ave.,
in the Ramsey County Open Space area; noted that he has written to
Ramsey Open Space for use of this site, but has not heard from
them; reported that the two residents on Hudson Ave. have no ob-
jections to the location.

Johansen referred Council to cost estimates for a leaf compost
site, attached to his memo (4-22-83).

.

Metropolitan Transit Commission Request re Appointment to
lntera~ency Project Management Board (Subregion 7)
Christiansen was appointed by Mayor Woodburn to represent Arden
Hills on the lnterag,-ncy Project Management Board; McAllister was
appointed as alternate member.

Minnesota Department of Transportation Report re County Road E
Speed Limit
Council was referred to letter from MnDot recommending a reduction
in the speed limit on County Road E, between Lexington Ave. and
Snelling Ave., from 40 mph to 35 mph. Council expressed its appre-
ciation of MnDot's consideration of its requested speed reduction
on County Road E.

-4-
