<br />. <br /> <br />Extract of Minutes <br />March 14, 1983 <br />Page 2 <br /> <br />sewer at minimum grade can only be extended to the west about <br />650 feet. Beyond this point the sewer would not have sufficient <br />cover and would have to be pumped. <br /> <br />We have investigated two options: one is to construct gravity <br />sanitary sewer westerly along the north r.o.w. of Red Fox Road <br />approximately 650' or so to a point where we can get 6 or 7 feet <br />of cover; from this point on we propose force main service for <br />about 310 feet to some type of interior pumping station, probably <br />within the building; sewage would be held in a holding tank until <br />they get a sufficient amount of water in the tank, and it would <br />then be pumped out from the building within the site to. the force <br />~ main to a point where it can be handled by gravity. <br /> <br />The second option is relatively simple; it is simply to construct <br />a force main all the way to the existing sanitary sewer. <br /> <br />The advantage of option one over option two is the fact that if <br />the development of the Reiling property at the west end is similar <br />to the development on the east end, there would be some sewer <br />available along Red Fox Road. Either option is feasible from an <br />engineering standpoint. Thomss Deans, I believe will explain the <br />f;bnancing. <br /> <br />MAYOR WOODBURN: <br />topography of the <br />option? <br /> <br />Before we get to that point, will you review the <br />land in this area and the cost estimates of each <br /> <br />DONALD CHRISTOFFERSEN: The lay of the land falls off in this <br />direction, ~n other words from this high elevation to a low eleva- <br />tion here. I believe it does rise again just around this corner. <br />This portion slopes toward th~ road, but the back portion slopes <br />away. It has been graded; is hard to determine, but it generally <br />slopes away. According to the contour map, it does slope away <br />to the north. <br /> <br />The total estimated costs of option one is $24,000 and option two <br />is $19,300. I'll be happy to answer any other questions you <br />might have. <br /> <br />MAYOR WOODBURN: Perhaps at this time we'll go on to Thomas Deans <br />to explain financing. There will be time for more questiona <br />later on, I'm sure. <br /> <br />~ <br /> <br />THOMAS DEANS: Mayor and members of the Council. The improvement <br />was petitioned for by Mr. Nielsen. His property does not comprise <br />over 35% of the affected property; thus, improvement will be con- <br />sidered Council initiated, and we will need a 4/5 majority. <br />Again, it is pointed out that there are two options as to how it <br />is to be done. The first option is $24,000. His recommendation <br />would be a combination of a footage assessment at $16.18/foot <br />estimated now, between the Reiling property and the Nielsen prop- <br />erty and then a force main service charge of $5600. Wherein <br />option two would entirely be a force main service charge of $19,300 <br />approximately at this point. This would be assessed over what- <br />ever priod of time you determine. <br />
