Motion carried unanimously. (5-0) <br /> <br />REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> <br />. <br /> <br />Case No. 83-2, Site Plan Review - Bethel Col lege and Seminary <br />Field House <br />Council was referred to Planning Memo (1/25/83) and to Planning <br />Commission recommendations (Minutes of February 7, 1983 meeting). <br />Miller explained that the application Is for site plan review <br />for building permit, since the proposed improvements conform to <br />the approved Master Plan of the campus, which Includes existing <br />facilities on the campus plus additional facilities shown on the <br />plan. <br /> <br />Miller noted that the field house Is proposed 75'+ from the <br />south property line: Is 31'-35' in height <35' permitted): noted <br />that the site coverage Is wel I within the maximum requirement. <br /> <br />Dave Lissner (Bethel College) said that he, Architect Dick Cottle <br />and Engineer Dave Warsala would respond to questions; described <br />the building size to be 160' x 300' In area enclosing a 200 meter <br />track, 4 mu Itl-use courts: noted that the building use will be, <br />for Intra-mural, physical ed., Inter-college team practice, <br />Indoor track; anticipates some organized use by the community, <br />regional track meets (not a spectator sport), basketbal I and <br />volleyball clinics (summer), organized City recreation programs <br />and open use (probably by reservation). Lissner explained that <br />the building will be built Into the hi Ilslde; will be heated to <br />550 F.; noted there are no plans for roof-top units. <br /> <br />Councl I was referred to a model of the field house, and to colored <br />renderings of the Master Campus Plan and Site Developments pro- <br />posed. It was noted that the building construction is proposed <br />In three phases; cost of phase I was estimated at $1,750,000.00 <br />plus related access drive, parking and utilities to serve the <br />build ing. It was noted that phases II and III will be earth <br />covered, except for end walls. <br /> <br />Cottle reported that the plans have been submitted to the Fire <br />Chief, but his response has not been received to date; noted <br />that the driveway wi I I also serve as a fire lane, as proposed; <br />noted locations of fire hydrants; explained that the building <br />meets code for fire fighting; building Is not sprlnklered, has <br />occupancy capacity of 300 persons. <br /> <br />Miller noted that plant material has been added to the south of <br />the building as Indicated on the drawing; suggested flexibility <br />to relocate some of the plant materials, after the bui Idlng Is <br />In place, If considered desirable, to enhance view from <br />residential area to the south. <br /> <br />. <br /> <br />After discussion, Hicks moved, seconded by Mulcahy, that Council <br />approve the site plan and issuance of a building permit for phase <br />of the field house and related access drive and parking lot as <br />per plans submitted (dated 1/20/83 by Barton Aschman Associates, <br />Inc.) and by Cottle Herman Archltects(dated received 1/19/83), <br />contingent upon approval of the Fire Chief; landscaping to be <br />In accordance with Barton-Aschman sheet #7 of 8, plus the <br />additional 23 Colorado Spruce indicated on Sheet A2 of archi- <br />tect's plans, location of which will be designated by City <br />Planner.
