<br />Minutes of Regular Councl I Meeting <br />Page four <br /> <br />February 14, 1983 <br />r <br /> <br />Council was referred to the proposed plat and to memo Indicating <br />the lots which do not conform to the ordinance requirements. <br />Council was referred to a transparency showing recommended modi- <br />fication alternatives which would provide: 900 intersections at <br />Cleveland, corner lot widths of 95' or greater, adjusts lot lines <br />to provide standard widths and area of lots on North Katie Lane, <br />and adjusts lot lines at west end of Karen Court to reduce the <br />area of over-sized odd-shaped lots, but creates lots narrower at <br />the setback line, requiring frontage variances. <br /> <br />Miller reported that the Planning Commission recommended that <br />the applicant review the suggested modification alternatives, <br />and recommends Council approval of a modified Preliminary Plat <br />with contingencies (Minutes of 2/7/83). Miller explained that . <br />the applicant Is requesting a 30' setback for all lots; noted this <br />Is not required, lots are buildable as proposed at 40' setback; <br />noted that the applicant feels the 30' setback would be more <br />desirable for home owners. Miller reported that the Planning <br />Commission had a split vote on the 30' setback request (4-4). <br /> <br />O'Meara reported that the adjacent property owners, present at <br />the Planning Commission meeting, were una~lmously in favor of the <br />30' setback. <br /> <br />In discussion, It was explained that the drainage easement Is <br />City-owned; could possibly readjust the easement line without <br />reducing pond capacity (not essential to the plat). The pro- <br />posed street names were of concern. It was suggested that <br />variations of one street name (Drive, Court, Circie, Lane etc.) <br />would help Identify the area, making It easier to locate an <br />address. O'Meara said they didn't find a logical existing street <br />name to carry through the plat. Miller explained that, In a <br />loop street situation, extraneous names are frequently accepted; <br />suggested that applicant refer to the postal department for <br />possible duplication of street names. Names suggested for con- <br />sideration were: O'Meara or Hazelnut Park Drive, or possibly <br />one of the proposed street names - Katie Lane. <br /> <br />Miller explained that the applicant proposes to develop the plat <br />In phases; final plat of phase one Is to consist of the north <br />two tiers of lots, including the east cul-de-sac. <br /> <br />O'Meara said he wi II go with Miller's suggested plat modifications, <br />except those In the south portion, which creates a "semi" cul- <br />de-sac that he did not consider desirable. <br /> <br />O'Meara noted that two access easements are proposed from the <br />plat to the City pathway; suggested that adequate access could <br />probably be accomplished with one easement, possibly between <br />lots 15 and 16 on the east side of the plat, to align with Karen <br />Co u rt . <br /> <br />McAllister moved, seconded by Hicks, that Council approve the <br />Preliminary Plat of Hazelnut Park Addition, combining modifications <br />recommended In Planning Memo attachments whlchel Imlnate substand- <br />ard lot widths on south side of Katie Lane, increase width of . <br />corner lots, provide 900 intersections, and modify lots at cul-de- <br />sac end of Karen Court; approval Is contingent upon: <br /> <br />I. Establishment of minimum floor elevations on lots <br />bordering pond, and <br />2. Adjustment of pond easement line as considered feasible <br />by City Engineer; <br /> <br />plat modification approval recognizes some lot width variances on <br />the Karen Court cul-de-sac and the provision of one pathway ac~ess <br />easement, between lots 15 and 16, Instead of the two shown on the <br />proposed plat. Motion carried unanimously. (5-0) <br /> <br />Mulcahy moved, seconded by McAllister, that Council approve a 30' <br />front setback for all lots in the development (10' setback variance) <br /> <br />-4- <br />
