<br />. <br /> <br />Minutes of Regular Council Meeting <br />January 31, 1982 <br />Page Three <br /> <br />Mr. Perry Lippert, 4466 Pleasant Dr., asked about the completion <br />date, detours, torn up roads etc. Leonard explained that deep <br />cuts are not anticipated; therefore the inconveniences experienced <br />to the south are not expected. Leonard explained that from July <br />to October, driving will probably be on temporary surfaces; access <br />will be provided to all side streets between 3:30 p.m. and 9:00 <br />a.m. (probably closed from 9:00 a.m. to 3:30 p.m.). Leonard said <br />it will be nOisy, dirty and inconvenient, but it only occurs once <br />in 40 years. <br /> <br />. <br /> <br />The length of the wall was estimated to be about 600 feet (Amble <br />Drive to Pleasant Circle) as indicated. Leonard noted that an <br />alternative to the wall is to depress the path; wall is intended <br />to direct drainage to the street and to provide more privacy. <br />Leonard said the yards get some surface drainage now; proposed <br />wall should remedy this situation. <br /> <br />Holewa said he does not agree with the elevations shown south of <br />Pleasant Circle. Leonard agreed to meet with him on this matter, <br />and with other residents relative to their concerns. (Leonard <br />advised of meetings scheduled with residents at 2:00 p.m. on Wed., <br />Feb. 2nd and on Saturday a.m. Feb. 5th). <br /> <br />Leonard Gallos, 1104 Amble Drive, asked about speed on Lexington <br />Ave. after the reconstruction. Leonard said no significant change <br />of apeed is anticipated; noted that immediately after completion, <br />there will be those who will test it for speed, but experience <br />has been that once the driver's attention is taken away from the <br />road, he will not drive as fast as he did when he was having to <br />fight with the road. Leonard explained that cities may request <br />speed changes if they feel it is warranted. /7, , ;/' <br />~~~. ,f,ff-.P <br />Hicks moved, seconded by McAllister, thatvt'ounc11" authoriz.he <br />City Engineer to prepare a feasibility report for the Lexi~ton <br />Ave. reconstruction project. Motion carried unanimously (5-0). <br />(Council will decide on Public Hearing date at its February 14th <br />meeting). <br />County Rd. E Speed Limit - Status of Request for Reduced Speed <br />Leonard referred council to January 13th letter from MnDOT in re- <br />sponse to the County's request; noted that the State establishes <br />speed limits; usually recommend speed at 85% of speed traveled. <br />County is then authorized to post at that speed. <br />County TowinR Contract <br />Leonard reported that this matter is to be discussed at a Shore- <br />view meeting tonight; suggested this is an appropriate time to <br />direct concerns of Arden Hills to Engineer Weltzin and/or Commis- <br />sioner Orth. <br /> <br />. <br /> <br />Recommendations re County Road E Bike Lanes <br />Council was referred to Nov. 5th letter from Ramsey County Public <br />Works recommending that the city construct a detached sidewalk. <br />Leonard explained that the road can be striped for travel lanes <br />and 10 foot wide shoulders, but it would not be signed as a bike <br />facility; noted that if the road is not posted "'No Parking" park- <br />ing is permitted on the roadway. <br /> <br />Costs <br />ab ou t <br />no ted <br /> <br />t2~Dange striping to three lane option was estimated at <br />'~'(revise signals, remove existing stripes and restripe); <br />road would not be signed as a bike path. <br /> <br />Leonard recommended a detached facility, at an estimated $10,000 <br />cost (north side of street); noted that north side has about 17' <br />wide r.o.w.; south has sufficient r.o.w., but grade problems. <br />Leonard said, because of the turns at Old Snelling and at the <br />bridge, does not recommend 10' on street shoulder for bikes and <br />pedes trians. <br /> <br />Mul cahy des cribed the s tre t ch 0 f road as "wi de and ugly"; s ugges t- <br />ed that the width be modified to better accommodate off street <br />bike ways. <br /> <br />-3- <br />
