<br />Minutes of Regular Council Meeting <br />January 31, 1982 <br />Page Four <br /> <br />, <br /> <br />Leonard said he would like to discourage the City from on road <br />bike lane striping; feels the appropriate solution would be an <br />off street sidewalk/bike path; acknowledged that the 6400 A.D.T. <br />could be handled on a narrower road; noted that the present width <br />will eventually be needed for 8000 A.D.T. Leonard noted that City <br />can designate 10' wide shoulders, but people will drive on them. <br /> <br />Hicks moved, seconded by McAllister, that Council authorize the <br />City Engineer to prepare the necessary documentation for City'a <br />application to MnlDOT for bikeway funding for a detached bikeway <br />along County Road E, between Old Hwy. 10 and Highway 51. Motion <br />carried unanimously (5-0). <br /> <br />(Leonard noted that MnlDOT standards for bikeways are 8' in width). <br /> <br />. <br /> <br />Petition for Street Lighting - Karth Lake Area <br />Jean Bey, 1157 Amble Drive, presented a petition to Council, which <br />she read aloud, requesting City paid street lighting for the east <br />portion of Karth Lake Estates; noted that the petition has been <br />signed by 50 families. Mrs. Bey said their area is extremely dark, <br />area consists of about 80.homes; explained that the request is for <br />ornamental 15' high decorative lighting. Bey stated that one or <br />two residents expressed a desire for lights but do not want to pay <br />for them. <br /> <br />McAllister referred the petitioners to Resolution 79-52 which <br />establishes the street lighting policy for Arden Hills; noted that <br />street lighting may be provided only if certain criteria are met. <br /> <br />Sue Knudson, 1130 Pleasant Circle, said she feels the area does <br />have some hazardous intersections which have "unusual visual <br />vehicular problems". <br /> <br />The cost of the proposed lights and how to pay for them was dis- <br />cussed. It was noted that the lights will be installed by NSP <br />at no charge; cost of energy ($13.00/mo./light) will only be bill- <br />ed to the City by N.S.P.; how to spread these charges to the <br />residents was of concern. <br /> <br />After discussion, Council concurred that it has no objection to <br />street lighting being installed and paid for by residents; re- <br />ferred the matter to the Karth Lake area residents to determine <br />how energy costs are to be billed and paid and to present a pro- <br />posed plan for the light installations. It was the general con- <br />census of Council that general City funds will not be available <br />for the street lights. <br /> <br />(It was noted that N.S.P. will assist the residents relative to <br />appropriate placement of the lights). <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Request to Extend Municipal Sanitary Sewer to 1315 Red Fox Road - <br />Jeffrey Nielsen . <br />Jeffrey Nielsen, President of J.L.N.Development Corporation and <br />Attorney Jerry Nowlin, were present relative to J.L.N. Development <br />Corporation's request that Council study the feasibility to ex- <br />tend sanitary sewer to 1315 Red Fox Rd., the site of the proposed <br />J.L.N. Development office/warehouse. Nielsen explained that the <br />existing house on the site has a septic system. <br /> <br />It was noted that J.L.N. Development is fee owner of the property; <br />property does not represent 35% of benefitted property owners; <br />therefore the il_ "'Ill. . " must be ~1';l8_" by the Council. <br />~~.a ,. ~ ' <br />George Reiling, owner of parcel to the east of J.L.N. Development site, <br />explained that his property is already served with sanitary sewer <br />by a north/south main; therefore his property would not be bene- <br />fitted. Reiling said that if he should want to use the proposed <br />sewer extension in the future he will pay a just compensation. <br /> <br />-4- <br />
