Page Three <br /> <br />Miller suggested that previous comments at meetings relative to <br />previous development of the site mayor may not be relevant to <br />changed conditions, unless made a condition of ~he Special Use <br />Permit. Miller noted that the two additional units constructed <br />in Sutton Place, to replace a meeting room, were approved by <br />Council. Miller suggested that the specific plan be assessed for <br />the proposed cluster unite, which has accompliehed what the Plan- <br />ning Commieeion deeired. Miller noted he has some concerns rel- <br />ative to the linkage eystem, how it will work and look. <br /> <br />. <br /> <br />Comments and Questions: <br />Hicke said he is generally impressed with the proposal; is con- <br />cerned with density; noted that the deneity of the total eite al- <br />ready exceeds the R-2 density maximum; would like to apply the <br />medium density maximum of 4.5 units/acre requiring that the num- <br />ber of cluster units be reduced by 20. <br /> <br />M~Allister requested a re-cap of the parking provisions; feels <br />the existing parking is not adequate. In discussion it was noted <br />that about 20 cars are currently parked northeast of the chapel, <br />and included in the parking count, which ehould probably not be <br />counted - area was required to remain as a fire lane by the Fire <br />Dept. Miller noted that the proposed 280 parking stalls include <br />the 20 stalls in this area; if not included, number of stalls <br />still exceeds the 233 spaces for which they have projected a need. <br /> <br />Christiansen said his concern is not with density but with the <br />link eystem and how it will work. How they will be secured, was <br />queried, and whether or not they will be heated and cooled; also <br />queried wae the scale of the gazebo proposed to house the lift. <br /> <br />Mulcahy said the landscape plan,particularly the perimeter plant- <br />ing, repreeente a eound approach; asked about the location and <br />philosophy of the links; will the residents need the links to get <br />to the main building and is it essential that the residents walk <br />to the main building. <br /> <br />Fenstad explained that it is their experience that residents feel <br />the complex is their home; want to be involved in the activities <br />and not considered as visitors; elderly prefer to walk instead of <br />having to drive or be driven everywhere. <br /> <br />Hagstrom eaid the practical aepect is that the care center ie in <br />the northwest area and most of the residents need therapy of one <br />sort or another; all residents are required to have the noon meal <br />in the main building. <br /> <br />Brad Lemberg noted that the chapel is located in the north portion <br />of the site; noted the links are needed to enable residents to get <br />to chapel and church; walking provides exercise desired by the <br />residents and ie their deeired means of getting places in the fa- <br />cility - library, craft rooms, thereapy, programs etc. <br /> <br />. <br /> <br />Woodburn asked if the cluster unit residents will be at the same <br />level of activity as those at Sutton Place? The answer was,yes. <br />It was noted that two existing pathways are nOw used to get to <br />the main building, but eheltered walks are really needed for the <br />elderly for about 6 months in this climate. <br /> <br />In further diecussion, Miller compared the height of the proposed <br />etructure with surrounding reeidential areas; noted that none of <br />the etructures exceed the 35' maximum height requirement. Noted <br />that the roof pitch may be higher, floor levels are about the same <br />as those on County Rd. D; noted that eaat/weet elevations are <br />fairly close (1'-2'); north/south elevation at northeast 4-unit <br />structure is about 6' above that of the Seaberg h~use on Shorewood <br />Drive. <br /> <br />The propoeed cluster units were described to be rental units, the <br />same ae Sutton Place; all will be owned by Presbyterian Homes. <br />Air conditioning for each building was described to be centrally <br />located in the mechanical equipment areae. <br /> <br />-3- <br />
