<br />Minutes of Regular Council Meeting <br />January 11, 1983 <br />Page Four <br /> <br />- <br /> <br />Reid reported that he hae not experienced any difficulty in <br />establishing prairie grass; explained it must be seeded in August <br />noted it takes about one year to establish; must be mowed twice a <br />year to control it and to keep out the weeds. <br /> <br />The propoaed retaining walls were at three points on top of the <br />hill. Reid said they will not be seen because of the dense plant- <br />ing of medium/high shrubs. <br /> <br />George Clark, 3175 Shorewood Drive, expressed concern relative <br />to the walled in effect of the building linke: noted his father <br />. <br />enjoye walking the Presbyterian Homes pathways and visiting with . <br />the residents, when he comes to visit. Architect Shea explained <br />that the links will have sliding panels; intent is to provide for <br />open flow of pedestrians (reeidents and neighbors); intent is to <br />make them appear ae transparent as possible; explained that the <br />gazebo must be large enough to accommodate the approximate 8'xI0' <br />electric cart lift; Hagetrom explained the necessity of eecuring <br />the links at night; noted various incidents which have occurred <br />the last 3-4 years, making it necessary to secure all access <br />points to the buildings. <br /> <br />Mr. Maynard Reynolds, 3159 Shorewood Drive, said he is concerned <br />that the long walls will be often closed; feels it represents an <br />over protective design; said they walk their dog on the Presby- <br />terian Homes property; feels the wall segregates the community <br />from the Pres. Homes grounds; reminds him of a "special city for <br />the elderly". <br /> <br />Reynolde said he feels the northern structure should be removed; <br />sees it as a visual problem; also wants the wall removed and the <br />density reduced to the expectations of the community; noted he <br />had assumed the additional units would be On the school property, <br />not on the lower level, after a previous discussion relative to <br />Sutton Place. <br /> <br />Ed Reid explained that the walkway sight line is proposed to be <br />eoftened by plantings which will reduce the sight of the walkway <br />to virtually zero, from Shorewood Drive properties. <br /> <br />Dave Seaberg said he can see the reasons for the connecting links, <br />and the reasons for security at night; suggested a centrally lo- <br />Cated over head ramp connection between the two levels of the site, <br />rather than the perimeter ground level wall connections; also <br />noted that when Sutton Place was remodeled, the original townhouse <br />bUildings were to be eliminated from the lower site and relocated <br />to the Sutton Place property in phase II. <br /> <br />Hagstrom referred Council to drawings of the Sutton Place develop- <br />ment phases I & II; noted that approval of school building remodel- <br />ling did not include the phase II 80 unit apartment development <br />proposed on the remainder of the site; with the apartment proposal <br />the lower site townhouses were no longer anticipated. <br /> <br />Lyle Baker, Shorewood Drive, said he feels the links will wall . <br />out the neighbors; feels the slidin~ panels will be difficult to <br />maintain and be bent and therefore closed most of the time. Suggested <br />if representatives make statements that they will do, or nOt do, <br />eomthing, they should not be permitted to get out of it a few <br />years later; asked that the lower site unit be removed and the <br />walkways connecting it to the upper level building and main build- <br />ing ae well; suggested that if the additional units are needed, <br />the building be moved to the upper site along County Road D, where <br />residents apparently have no complaints. <br /> <br />Curt Fritze, Presbyterian Homes Building Committee Chairman,noted that <br />nothing ie poured in concrete; the intent has been expressed; if <br />density is sufficient On the Sutton Place Site, then it may not <br />be needed elsewhere; euggested we all stop worrying about the <br />paSt and consider the plan at hand. <br /> <br />-4- <br />
