o <br />-AR�ENHILLS <br />Approved: August 11, 2025 <br />[DRAFT-,-, <br />CITY OF ARDEN HILLS, MINNESOTA <br />REGULAR CITY COUNCIL MEETING <br />JULY 14, 2025 <br />7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City <br />Council meeting at 7:00 p.m. <br />Present: Mayor David Grant, Councilmembers Brenda Holden, Emily Rousseau and <br />Kurt Weber <br />Absent: Councilmember Tena Monson (excused) <br />Also present: City Administrator Jessica Jagoe; Public Works Director/City Engineer <br />David Swearingen; Finance Director Joua Yang; and Assistant to the City <br />Administrator/City Clerk Julie Hanson <br />PLEDGE OF ALLEGIANCE <br />1. APPROVAL OF AGENDA <br />MOTION: Councilmember Holden moved and Councilmember Weber seconded a <br />motion to approve the meeting agenda as presented. The motion carried (4- <br />2. TCAAP/RICE CREEK COMMONS UPDATE <br />City Administrator Jagoe stated the preliminary development agreement between the JDA and <br />Alatus for the site's main parcel was set to expire on June 30, 2025. The Rice Creek Commons <br />Joint Development Authority (JDA) met on June 25 to consider Alatus' request for an extension <br />to the preliminary development agreement. After hearing testimony from Alatus and a lengthy <br />discussion, the JDA took no action regarding the extension request and the agreement terminated <br />by its own terms on June 30, 2025. <br />On July 7, the JDA held a work session and staff provided an overview of the 2016 and 2023 <br />solicitation processes for Rice Creek Commons. From this discussion, Commissioners directed <br />project staff to research potential alternative scenarios for a developer solicitation based on those <br />previous Rice Creek Commons solicitations and taking into consideration current market <br />conditions. Staff will bring information back to the JDA at their August 4 JDA meeting. <br />
