CONSENT ITEM - 8D <br />'It <br />EN HILLS <br />MEMORANDUM <br />DATE: August 11, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Jessica Jagoe, City Administrator <br />SUBJECT: 2025-2027 Collective Bargaining Agreement Memorandum of Understanding <br />Probationary Period — IUOE 49 <br />Budgeted Amount: Estimated Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />• 2025-2027 Collective Bargaining Agreement Memorandum of Understanding on <br />Probationary Period with the International Union of Operating Engineers Local 49. <br />Background <br />Representatives of the International Union of Operating Engineers (IUOE) Local 49 have <br />presented to the City for consideration a proposed Memorandum of Understanding (MOU) that <br />would amend terms of the probationary period provisions within the 2025-2027 Collective <br />Bargaining Agreement (CBA) (Attachment A). The Union members are seeking to have the <br />length of the probationary period extended from six (6) months to twelve (12) months. With this <br />amendment, the Union is proposing the wage table interval for step increases to remain the same. <br />This has been the agreed upon schedule since 2020. Lastly, during an employee's probationary <br />period they may not use Personnel Time Off (PTO) as outlined in Provision 21.2. The Union is <br />proposing the modify this provision to state that PTO use may not be used "within the first six <br />months" to be consistent with the City's personnel policy and to not prohibit time off for the <br />entire duration of an employee's first year of employment.
