Public Works Director / City Engineer SUBJECT: T-Mobile North Tower Site Use Lease Agreement Amendment (Antenna Lease) Budgeted Amount: Actual Amount: Funding Source: $32,510.04 (2029 existing) $40,500 (2029 proposed) General Fund Council Should Consider Motions to approve, table, or deny the following: • T-Mobile Lease Agreement Amendment No. 1 for the location at the North Tower on 4251 Fernwood Street, Arden Hills, Minnesota 55112 Background/Discussion The City of Arden Hills entered into a Site Use Lease Agreement with T-Mobile Central LLC. on June 30, 2008 for cell antenna equipment located at the City's North Water Tower at 4251 Fernwood Street. The agreement established a monthly lease rate of $1,500, with an adjustment of 3 percent annually. The agreement expires at the end of December 2028. The City Attorney reviewed the amendment document and had no concerns with the language as written. The monthly lease rate is proposed at $3,375, with an adjustment of 15 percent every 5 years. This is a 24.5% rate increase starting in 2029 from the previous lease terms. The rate is similar to the other T-Mobile lease on the South Tower that the City Council approved on April 28, 2025. The proposed lease agreement amendment would extend for 25 years through 2053. City staff recommends the City Council approve the proposed lease agreement amendment with T- Mobile. Budget Impact The 2029 projected budget includes $32,510.04 of T-Mobile North tower rental revenues. Under this new amendment, actual revenues will be $40,500, an increase of $7,989.96 for 2029.
