<br />( <br /> <br />Minutes of Regular Council Meeting <br />July 26, 1982 <br />Page Four <br /> <br />Conceptual Design Study for Creation of a System of Parkways <br /> <br />Mulcahy distributed copies of a Proposal to Study Psrkway Sy~tem <br />for Arden Hills and presented slides of Lake Johanna Blvd. and County <br />Road E and comparison slides of Theodore W~rth Parkway, which he <br />described as a narrower right-of-way with separated bike/walkway <br />paths and parking bays. Mulcahy asked that a professional study <br />be authorized and moved that the Planner and the Planning Commission <br />be asked to undertake a conceptual design study for the creation <br />of s system of psrkways in Arden Hills, such preliminary study to . <br />include suggestions for the designstion and treatment of appropriate <br />routes. Motion was saconded by Hicks. <br /> <br />In discussion, it was queried who would psy for the study and the <br />resultant improvement projects. Mulcshy reported that Plsnner <br />Miller estimated the cost for a planning study at $2,500. Mulcahy <br />eaid he woul ~ike to get the residents and business community <br />involved in' . 'for the project (similar to the County Road E <br />Improvement Project. Mulcahy reported that through June 1982, <br />less than half of the Planning Budget has been spent. <br /> <br />Mulcahy reported that he presented the proposal to the Parks <br />Committee at its last meeting, and to the Planning Commission in <br />December of last year; noted that both were enthusiastic. <br /> <br />In discussion, some concerns were expressed in effecting changes <br />on County roads; also of concern was authorizing this type of ex- <br />penditure under the present tight economic conditions. Mulcahy <br />said aesthetics have a place even in' difficult times. It was <br />generally concurred that the suggested $2,500 expenditure be referred <br />to the Park Committee and Planning Commission for their recomm- <br />endations to Council. <br /> <br />Mulcahy withdrew his motion; Hicks concurred. <br /> <br />Johnson moved, seconded by Hicks, that Council refer the proposal <br />to the Planning Commission and Parks Committee for discussion and <br />recommendations to Council. Motion carried unanimously (4-0). <br /> <br />Public Works Committee Appointment <br /> <br />Upon recommendation of Hicks, Acting Mayor McAllister app~inted <br />William Gillies as a member of the Public Works Committee for the <br />balance of 1982. <br /> <br />Hicks moved, seconded by Johnson, that Council ratify the Acting <br />Mayor's appointment. Motion carried unanimously (4-0). <br /> <br />REPORT OF VILLAGE CLERK ADMINISTRATOR CHARLOTTE McNIESH <br /> <br />Resolution No. 82-41, Establishing Fees for Amusement Arcades and <br />Coin Operated Amusement Devices . <br /> <br />Council was referred to draft of Resolution No. 82-41. <br /> <br />Johnson moved, seconded by Hicks, that Council adopt Resolution No. <br />82-41, RESOLUTION ESTABLISHING FEES FOR AMUSEMENT ARCADES AND COIN <br />OPERATED AMUSEMENT DEVICES AND RESCINDING RESOLUTION NO. 82-8 AS <br />TO FEES FOR MECHANICAL DEVICES. Motion carried unanimously (4-0), <br /> <br />Request to Increase Electrical Inspection Permit Flees <br /> <br />Council referred the request to the Finance Committee for its recom- <br />mendations to Council; also to advise Council of percent of increase <br />over previous fees. <br /> <br />-4- <br />
