<br />. <br /> <br />Minutes of Regular Council Meeting <br />Page Four <br /> <br />14 June 1982 <br /> <br />would like to purchase the area, put in some 8teps and a dock <br />and use the area for picnicking, swimming and boating. <br /> <br />In discussion, it was noted that there is a large pipe on the <br />property (probably Ramsey County drainage). Concern was expressed <br />about sight lines on Johanna Blvd. in this area, and the safety <br />of children crossing to the lake. It was noted that children use <br />this lake access now; anticipates no increase in ita use. Another <br />concern expressed was an unsupervised beach and City's liability <br />if it encouraged improvement of the area for this purpose. <br /> <br />.Procedure to sell tax-forfeited land, or permit ita use for other . <br />than "public purposes", i.e. roadway, was queried. After discussion, <br />McNiesh was requested to find out about the pipe and easement, <br />alao to find out the process for sale of tax-forfeited property <br />and/or whether a portion of tax forfeited property can be leased. <br /> <br />(Johnson left the Meeting (10:00 p.m.) <br /> <br />Report on Cable TV Advisory Committee and Newsletter Committee - <br />William Bauer <br />Bauer referred Council to transparencies of Cable Television Status <br />Report, June 14, 1982: <br /> <br />1. Procedural Schedule: <br /> <br />Week of June 14 <br /> <br />Sept. - Oct. <br /> <br />- Franchiae reviewed with City <br />Attornies <br />- Cities pass Franchise Ordinance <br />- NSCC begins discussion of joint <br />administration of franchises <br />- Minnesota Cable Communications <br />Board certifies franchise <br /> <br />July - August <br />July <br /> <br />11. Construction Schedule: <br /> <br />- can begin after MCCB certification <br />- prom~sed completion within 18 months <br />(March, April 1984 - realistic com- <br />pletion by fall 1984) <br />- Arden Hills will be constructed south <br />to north even though served from the <br />north <br />- System activation estimated March-April 1983. <br /> <br />111. Financial: <br /> <br />- no additional funds from cities required <br />- Arden Hills will receive refund of $4,000 <br />after MCCB certification <br /> <br />IV. Administration: <br /> <br />- uncertain <br />- NSCC decided not to discuss joint powers <br />administration agreement until July I, 1982 <br />- Rosevil1e has circulated letters <br />- Franchise fee payable directly to cities <br />- Commission representative be elected or <br />appointed official <br /> <br />. <br /> <br />- Small NSCC met April 22nd to discuss pro- <br />visions to protect small city interests <br />- dilute (increase) number of subscribers <br />needed per vote <br />- require 2/3 majority for action <br />- provide for cumulative voting for repre- <br />sentation on Committee to Access Cable (CAC) <br />- provide for automatic city reimbursement up <br />to limitation ($ amount or % of franchise fee) <br />- dual administration (Small and big) <br />- individual administration. <br /> <br />-4- <br />
