<br />-. <br /> <br />. <br /> <br />. <br /> <br />" <br /> <br />Minutes of Regular Council Meeting <br /> <br />May 24, 1982 <br /> <br />noted this relocation will require the City'a construction of a <br />new entrance; relocation of the median croeeover would require <br />Booperation with MnDOT which they may be willing to include due <br />to the increased safety and reduced access to Highway 96. <br /> <br />After discussion, Council concurred to leave the access and <br />median crossover as it is. <br /> <br />Overview 1/1 Anal sis Stud and Re ort - Donald Lund <br />Engineer Donald Lund and Mike Kramer (SEH presented an overview <br />of the 1/1 Analysis report which is forth coming and which com- <br />bines the flow data, the 1/1 source information and the cost dsta <br />.from MPCA which wss recently received. <br /> <br />A diagram, showing how "clear wster" gets into municipal sewer <br />systems, was distributed. Lund explained that Stage 2 has now <br />been completed; whether. to proceed or not with Stage 3 will be a <br />determination of the Council (paid for with Arden Hille dollars); <br />noted an analysis of flows has been made in each of the 12 Arden <br />Hills "districts"; have not looked into the actual causes; ex- <br />plained that Stage 3 attempts to find exsct sources of 1/1 and <br />actually locate the source of clear water after which the cost to <br />rehabilitate the system would be estimated. <br /> <br />Solid Waste Management Alternatives - Douglas Wood, Ramsey County <br />Environmental Health <br />Commissioner Robert Orth and Donald Wood, Ramsey County Environ- <br />mental Health, gave an 8 minute slide presentation re Solid Waste <br />Abatement Plan, which is not approved by the County Board to date; <br />is proposed by Solid Waste Environmental Health as an alternative <br />to disposal, and is presented to municipalities to keep them a- <br />breast of what is being done, to get input and to get support. <br />Orth said that a task force ia looking for an appropriate solid <br />waate processing plant site; explained that land disposal sites <br />are difficult to find; incineration and composting to convert to <br />energy are resource recovery projects under consideration. <br /> <br />Orth noted that one hauler/one neighborhood is an ~lternative; <br />noted open competition has its disadvantages; County is not inter- <br />ested in limiting haulers and is not interested in going into the <br />business; County considering requesting an ordinance provision re- <br />quiring that all haulers bring waste to a solid waste processing <br />facility; plant will produce steam to sell as energy; must have <br />an even flow of waste to do this. <br /> <br />OTHER BUSINESS <br /> <br />Case No. 82-9, Addition to Harmony Sales Building-Reconsider <br />Motion of May 10th <br />Woodburn explsined that a motion is needed by one of the Council <br />on the opposing side (Woodburn or Johnson); said he will not make <br />the motion to reconsider; is sworn to uphold the lsw. <br /> <br />Applicant Msrtin Harstad asked that the matter be deferred until <br />later in the evening when Councilman Johnson is present. <br /> <br />Woodburn explained that Johnson was expected at 9:00 - 9:30; noted <br />that he apparently has been delayed and may not come at all; <br />agreed to defer matter at applicant's request. <br /> <br />Appointments: <br />A. Finance Committee Chairman <br />McAllister recommended that James Strauss be considered <br />for appointment. <br /> <br />Woodburn appointed James Strauss as Finance Committee <br />Chairman for the balance of 1982. <br /> <br />McAllister moved, seconded by <br />ify the Mayor's appointment. <br />(4-0). <br /> <br />Mulcahy, that Council rat- <br />Motion carried unanimously <br /> <br />-3- <br />
