Finance Committee Member <br />McAllister recommended Mark Sullivan (an applicant for <br />Council appointment) be considered for appointment. <br /> <br />Woodburn appointed Mark Sullivan as a member of the <br />Finance Committee for the balance of 1982. <br /> <br />Hicks moved, aeconded by Mulcahy that Council ratify <br />the Mayor's appointment. Motion carried unanimously <br />(4-0) . <br />C. Council Liaison <br />Woodburn appointed McAllister as liaison to the News- <br />letter PubliC~'J~of~{fOee and Mulcahy as liaison to <br />the Human RightsAan ar s Committees. <br /> <br />Woodburn explained that the appointments are the result of the <br />changes which have occurred on the Council, in an effort to bal- <br />ance the work load. <br /> <br />. <br /> <br />McAllister and Mulcahy accepted the appointments and Hicks moved, <br />seconded by McAllister that the Mayor's appointments be ratified <br />by Council. Motion carried unanimously (4-0). <br /> <br />Committee Liaison appointments are as follows: <br /> <br />Mulcahy - Human Rights and Parks <br />Hicks - Public Works and Board of Appeals <br />McAllister - Newsletter Publication and Finance <br />Johnson - Public Safety <br />Woodburn - Planning Commission <br /> <br />Human Rishts Commission Recommendations <br /> <br />A. Northwest Suburban Youth Service Bureau <br />Woodburn reported that the Human Rights Commission recom- <br />mends that Arden Hills participate in the Northwest Sub- <br />urban Youth Services Bureau. Human Rights Commission Chair- <br />man Barbara Kehrberg said the Commission is concerned with <br />the welfare of the family situation; noted that the Bureau <br />will accept "walk ins", which enables youth to use the <br />services without, necessarily,involvement of their parents. <br /> <br />In discussion, it was queried if this is a duplication of the <br />services provided by the school district or other agencies. <br />Concern was expressed re support of service for one age group <br />(youth) and not others (elderly etc.) Other concerns were <br />whether tax money should be spent for "health care"; is this <br />a City responsibility; reason City stopped its participation <br />in the Bureau. Another concern was how participation could <br />be funded; not budgeted in 1982. <br /> <br />After discussion, Hicks moved, seconded by Mulcahy, <br />Council refer the recommendation to the Finance and <br />Safety Committees for study and recommendations for <br />~onsideration for inclusion in next year's budget. <br />carried unanimously (4-0). <br /> <br />that <br />Public <br />Council's <br />Mo tion <br /> <br />. <br /> <br />(McNiesh to provide summary data to both committees and to <br />Council, and to obtain anticipated 1983 participation costs <br />from the Bureau). <br /> <br />B. Resolution No. 82-33, National Year of the Disabled <br />Hicks moved, seconded by McAllister, that Council adopt <br />Resolution No. 82-33,RESOLUTION DESIGNATING 1982 AS THE <br />NATIONAL YEAR OF THE DISABLED, as amended.
