<br />. <br /> <br />. <br /> <br />/' <br /> <br />Minutes of Regular Council Meeting <br /> <br />May 24, 1982 <br /> <br />It was noted that Council conferred with Village Attorney relative <br />to appropriate procedure to reconsider a motion; motion to re- <br />consider must be made by the prevailing side; motion failed; there- <br />fore motion to reconsider must be made by Woodburn or Johnson. <br /> <br />Martin Harstad said he asked that the motion be reconsidered be- <br />fore a full five member Council; only four members voted result- <br />ing in a 2 to 2 tie. <br /> <br />Woodburn explained that the Council operates by Roberts Rules of <br />Order; this rule is meant for fairness; requests for reconsider- <br />ation of a motion could occur every time five members are not <br />present, if this procedure were not followed. <br /> <br />Keith Harstad suggested that Council is neglecting one fact - <br />action was taken when Council knew it was selecting another Coun- <br />cil member. Harstad explained that his son asked for the oppor- <br />tunity of presenting the propossl to the five member Council; <br />asked that Council give the new Councilman the opportunity to act <br />on the application. <br /> <br />No motion wss made to reconsider the previous May 10th motion. <br /> <br />Approval of Summer Playground Leaders and Summer Psrk <br />Maintenance Employees <br />Council was referred to Buckley's memo of 5-20-82 recommending the <br />hiring of summer park maintenance and summer program employees. <br /> <br />After discussion, Hicks moved, seconded by Johnson, that Council <br />approve the hiring of the parks summer maintenance and program <br />staff as outlined in memo. Motion carried (Hicks, McAllister, <br />JOhnson, Woodburn voting in favor; Mulcahy abstained) (4-0-1). <br /> <br />Resolution No. 82-32, Approving Amendment to Fire Protection Agree- <br />ment dated the Third Day of October, 1977 <br />McAllister moved, seconded by Johnson that Council adopt Reaolu- <br />tion No. 82-32, APPROVING AMENDMENT TO FIRE PROTECTION AGREEMENT <br />DATED THE THIRD DAY OF OCTOBER, 1977. Motion carried unanimously <br />(5-0). . <br /> <br />Public Safety Committee Recommendations <br />Council concurred that a letter be sent to Lake Johanna Volunteer <br />Fire Dept. advising that the City will provide the department with <br />updated plat maps and group home listings on an annual basis. <br /> <br />1982 Sealcoating <br />Council was referred to Johansen's memo of 5-21-82 re 1982 Seal- <br />coating, and to a five year sealcoating plan, indicating streets <br />proposed for 1982 sealcoating colored in brown. <br /> <br />After discussion, Hicks moved, seconded by McAllister, tha~ Coun- <br />cil approve the 1982 sealcoating plan as outlined on the map, <br />authorize preparation of plans and specifications and authorize <br />advertisement for bids. Motion carried unanimously (5-0). <br /> <br />It was suggested that Johansen and/or City Engineer examine the <br />City streets to determine whether or not five year seslcoating is <br />adequate to properly preserve the streets. <br /> <br />Purchase of Flsil Mower <br />Council was referred to memo from Johansen (5-21-82) relative to <br />quotes received for a new Flail Mower; recommending acceptance of <br />quote from Midway Tractor. <br /> <br />It was noted that both quotes include trade-in. Midway Tractor and <br />Equipment has mower in stock for immediate delivery, Case Power <br />and Equipment does not. <br /> <br />Hicks moved, seconded by Mulcahy, that Council authorize purchase <br />of the Flail Mower from Midway Tractor and Equipment @ $1910.00 <br />Motion carried unanimously (5-0). <br /> <br />-5- <br />
