<br />, Minutes of Regular Council Meeting <br /> <br />April 12, 1982 <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Minnesota Department of Transportation - Traffic Signals, <br />County Road E and TH51 Rsmps <br />Hicks queried the reason for the signal at the west ramp which <br />seems unnecessary. It wss explained that MnDOT engineers feel <br />there will be a problem getting off the ramp at County Road E with <br />anticipated increasing traffic; prefer to install both aignals at <br />one time so they can be synchronized. Hicks said he doesn't agree <br />with the installation of the extra signal if it is not necessary, <br />especially if the reason is because ~it doesn't cost us anything~. <br /> <br />. <br /> <br />After discussion, McAllister moved, seconded by Johnson, that <br />Council adopt Resolution No. 82-22, AUTHORIZING EXECUTION OF <br />AGREEMENT NO. 60588. Mo Uon carried unanimous ly (4-0). <br /> <br />Revised Plans for Skimmers. Improvement No. ST-81-2, Lexington/I- <br />694 Drainage <br />Council was referred to Change Order No.2 Project ST 81-2 and to <br />the Lexington Ave./I-694 Drainage Plans on which Christoffersen <br />indicated the location of the skimmers to be deleted from the pro- <br />ject, reducing the cost by $8,488.00, <br /> <br />After Christoffersen explained the revised skimmer plans, Hicks <br />moved, seconded by Johnson, that Council approve Change Order <br />No.2, Project ST81-2. Motion carried unanimously (4-0). <br /> <br />Status Report - Land O'Lakes Clear Water Ponding Area <br />Christoffersen reported he has discussed the grading of the pond, <br />and the existence of the debris which was pushed into the pond, <br />with Bill Thompson at Land O'Lakes; agrees that it looks terrible. <br />Christoffersen said he called the contractor some time ago to <br />return and remove the debris, which has not been done to date. <br /> <br />Christoffersen said the piles are actually mounds of snow covered <br />with cattail debris. Noted it will be corrected prior to his <br />recommendation to accept the project; City is holding 5% of con- <br />tract. Christoffersen said he will call Thompson at Land O'Lakes <br />relative to the letter, and will see that the contractor corrects <br />the situation satisfactorily. <br /> <br />Arden Hills Request for An Amendment to the Water Quality Policy <br />Plan for Metropolitan Waste Control Commission Acquisition and <br />Extension of the New Brighton Trunk Sewer <br />Council was referred to letter from Metro Council re meeting on <br />April 15 of the Physical Development Committee which will consider <br />the Arden Hill's amendment request. <br /> <br />After discussion, Council requested Christoffersen to attend the <br />mee ting. <br /> <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br /> <br />. <br /> <br />Inves tmen ts <br />3-31-82 - $115,642.06 at Twin City Federal at 14.65% interest, <br />maturing 8-18-82 <br />4-5-82 - $100,000.00 at Minnesota Federal at 14.50% interest, <br />maturing 10-1-82 <br /> <br />McAllister moved, seconded by Hicks, that Council ratify the in- <br />vestments by Treasurer Lamb.
