<br />Minutes of Regular Council Meeting <br /> <br />, April 12, 19B2 . <br /> <br />Newsletter Committee <br />Bauer requested Council input relative to the Town Crier; invited <br />Council to the 6:45 a.m. Newsletter Committee Meeting at Steak <br />Inn on Wednesday April 7th. <br /> <br />Woodburn said a Council liaison to the Newsletter Committee will <br />be appointed after a Council appointment has been made, probably <br />in early May. <br /> <br />OTHER BUSINESS <br /> <br />Bid Award - 1982 Diseased Tree Removal Contract <br />Council was refer~ed to Buckley's memo (4-8-82) and to attached bid <br />proposals and bid tabulations. <br /> <br />. <br /> <br />McNiesh suggested, in future years, the tabulation be based on <br />the number of trees the contractor removed; explained that the <br />figures are distorted quite a bit when the tabulations are based <br />on total number of diseased trees, because many of the smaller <br />trees are removed by the property owner. <br /> <br />After discussion, Hicks moved, seconded by McAllister, that Council <br />award the Tree Removal Contract to the low bidder, Precision Land- <br />acape and Tree Inc. Motion carried unanimously (4-0). <br /> <br />Approval to Purchase Blacktop Roller and Used Trailer <br />Council was referred to Johansen's memo (4-8-82), incorporating <br />three informal quotes received for a blacktop roller. <br /> <br />McAllister moved, seconded by Hicks, that Council authorize the <br />purchase of the blacktop roller from Case Power & Equipment at <br />$3,989.00 as per memo. Motion carried unanimously (4-0). <br /> <br />Johnson moved, seconded by Hicks, that Council approve the pur- <br />chase of a used trailer from the City of Roseville for $300.00 as <br />per memo, Motion carried unanimously (4-0), <br /> <br />Finance Committee Recommendations: <br /> <br />Increase in Water Utility Rates: <br />Council waa referred to the Minutes of the Finance Committee of <br />4-8-82 re water utility rates, recommending an increase in water <br />utility rates, effective April 1, 1982, of 10c/M gallons; minimum <br />rates to be established as per McNiesh's table of 4-1-82. <br /> <br />McNiesh reported she had recommended a 15C increase/M gallons in <br />order to accumulate a .cushion" for anticipated additional water <br />tower and operating costs. <br /> <br />In discussion, concern was expressed re the unusual number of <br />water main breaks in 1981 which presumably, could occur again. <br />It was noted that Arden Hills cannot charge less than Roseville <br />(by contract); rates in Falcon Heights (88C/M gallons) and White <br />Bear Lake (86C/M gallons) were noted. It was noted that if the <br />operating quesstimate is correct, the 10C increase would not allow <br />anything to add to reserves. It was anticipated another increase . <br />would be needed later this year. <br /> <br />Hicks moved, seconded by McAllister, that Council adopt Resolution <br />No. 82-23 which approves a 15C/M gallon water utility rate increase <br />and minimum rates as per McNiesh's memo.
