<br />-- <br />, <br /> <br />. <br /> <br />Minutes of Regular Council Meeting <br /> <br />March 29, 1982 <br /> <br />Michael Jay presented a sample of fencing which he proposes to <br />install along the south and west side of his Connelly Ave., Jay <br />Brothers Construction property to screen the e~terior storage; <br />, <br />the chain link fence is to be 6 feet in height with vertical <br />slats of brown heavy duty plastic (as per-sample shown), and cap- <br />ped at top and bottom so strips cannot be removed; fence is 30% <br />open to permit passage of air. <br /> <br />Jay said the fence would e~tend from the building to the west pro- <br />perty line at which point he would utilize the existing chain <br />link fence (with the slats as shown) to screen the west side of <br />the prope rty. <br /> <br />. <br /> <br />Council discussed the nature of the existing exterior storage on <br />the site, relative to whether it is "accessory" to the principal <br />use of the contracting business. Concern was expressed relative <br />to the adequacy of the 6 foot high fence, which will only screen <br />the low-profile storage. <br /> <br />After discussion, Hollenhorst moved, seconded by McAllister that <br />Council approve the installation of the 6' high fence as proposed <br />at tonight's meeting, with brown vertical slats, capped at top <br />and bottom, as per sample shown; Prosecuting Attorney to dismiss <br />the complaint if the required fence installation is completed by <br />June I, 1982. Motion carried unanimously (5-0). <br /> <br />It was the concensus of the Council that present storage is a <br />normal accessory use and a Special Use Permit is not required. <br /> <br />Revised Uses of Federal Revenue Sharing Funds in 1981 - Public <br />Hearing <br />Mayor Woodburn opened the Public Hearing at 8:30 p.m. and Clerk <br />Administrator McNiesh verified that the Notice of Hearing was <br />published in the New Brighton Bulletin on March 18th. <br /> <br />After determining that there were no comments from the floor, the <br />Public Hearing was closed at 8:34 p.m. <br /> <br />Hollenhorst moved, seconded by McAllister, that Council approve <br />the revised uses of Federal Revenue Sharing Funds in 1981 as <br />follows: <br /> <br />Office Equipment <br />Government Buildings <br />Public Works Equipment <br />Storm Sewers <br />Parks Equipment <br />LMC Building <br />Consultants Fees <br />Maintenance Park Equipment <br />Summer Playground Instructors <br /> <br />$ 408 <br />3,860 <br />2,670 <br />639 <br />8,592 <br />2,966 <br />5,017 <br />4,592 <br />5,256 <br />$ 34,000 <br /> <br />Draft Proposal for Management of Round Lake <br />Council was referred to Draft Proposal for the Management of the <br />Round Lake Unit of the Minnesota Valley National Wildlife Refuge . <br />by the U.S. Fish and Wild Life Service. <br /> <br />Cheryl Grudnoske reported the view of the Round Lake residents, <br />stating they are adamantly opposed to the lowering of the water <br />level; noted that a one foot lowering has already been accomplished. <br />Grudnoske said that Fish & Wildlife have agreed to abide by the <br />wishes of the Round Lake residents and Council; residents have <br />agreed to work with Fish & Wild Life Service on a volunteer basis; <br />asked Council to request no adjustment of water level of Round <br />~ake; reported that the residents accept the lake level as it is <br />now, which is down one foot. <br /> <br />Mr. Hawkins, Fish & Wild Life Service, said he is in attendance to <br />record the comments of tonight's meeting. <br /> <br />-2- <br />
