<br />. <br /> <br />. . <br /> <br />. <br /> <br />~ <br /> <br />Minutes of Regular Council Meeting <br /> <br />March 29, 1982 <br /> <br />Cheryl Grudnoske said the draft su~mitted by Fish & Wildlife is <br />not the result of the meeting with residents; residents noted in- <br />adequacies in the report and consider it one-sided; report does <br />not reflect the views of tbe residents; explained that the resi- <br />dents propose no cbanges be made - leave the lake as it is. <br /> <br />Cheryl Gmudnoake aaid that if the water is dropped an additional <br />foot, there is no assurance of wbat the lake will look like or <br />tbat the existing lake level would return. <br /> <br />Hawkins noted that fluctuations of 1-2 feet are not uncommon with <br />small lakes; a draw down result is no different than climatic <br />changes that happen voluntarily. <br /> <br />After discussion, it was suggested tbat the residents continue to <br />work with Fisb & Wildlife Service, considering tbe affect the lake <br />bas on people as well astbe affect on wildlife. It was suggested <br />tbat lake experimentation does not seem necessary in an urban area <br />wbicb is surrounded by many marsbes and lakes. <br /> <br />Status Report on Cable Television - William Bauer <br />Bauer reported tbat the North Suburban Cable Commission has re- <br />ceived tb~ee excellent propoaa1s and distributed four pages of <br />comparisons which he briefly reviewed with Council; explained <br />tbe voting procedure on April 1st at Rosevi11e City Hall by the <br />North Suburban Cable Commission. <br /> <br />OTHER BUSINESS <br /> <br />Resolution No. 82-20, Bid Award, Impr. No. 80-1, Project C - <br />County Road E Bikeway <br />Council was referred to letter from Christoffersen and attached <br />Tabulation of 16 bids. <br /> <br />Johnson moved, seconded by Hicks, that Council authorize award of <br />bid to low bidder, Arcon Construction, in the amount of $45,267.70. <br />Motion carried unanimously (5-0). <br /> <br />Approval of Spring Program Jazz-Exercise Instructor <br />Council was referred to memo from Buckley re Spring Program Jazz- <br />Exercise Instructor. <br /> <br />Hicks moved, seconded by Hollenhorst, that Council approve the <br />hiring of Mr. Gibson as Jazz-Exercise Instructor for the Spring <br />Program @ $12.00/atudent. Motion carried unanimously (5-0). <br /> <br />App~eval to attend Groundmaster Service School <br />Council was referred to Buckley's memo of March 26, 1982 re Ground- <br />master 72 Service School. <br /> <br />Hicka moved, seconded by Johnson, that Council approve Fred Bell's <br />attendance at the Groundmaster Service School on April 12th, and <br />authorize the $25.00 expenditure. Motion carried unanimously (5-0). <br /> <br />Public Safety Committee Recommendation: <br /> <br />A. Four Way Stop Sign - County Rd. E and New Brighton Rd. <br />Council was referred to the Minutes of the Public <br />Safety Committee. <br /> <br />McAllister moved, seconded by Hicks, that Council deny <br />the request for a four-way stop sign at this inter- <br />section based on the Public Safety Committee's recom- <br />mendation (Minutes of 3-15-82). Motion carried unani- <br />mously (5-0). <br /> <br />B. Flyer - Burglary Prevention <br />Council waa referred to memo of 3-22-82 from Susie <br />Taylor, Public Safety Committee Chairman, relative <br />to suggestions for proposed burglary prevention flyer. <br /> <br />After discussion, Council concurred with the concept of the proposed <br />communication; rsferred it to the Public Safety C~mmittee for its <br />estimated cost of printing (type-sst vs typed copy). <br /> <br />-3- <br />
