<br />~ <br /> <br />Minufes of Regular Council Meeting <br /> <br />March 29, 1982 <br /> <br />1982 Budget Cuts <br />Council was referred to McNiesh's memo of 3-26-82 and attachment <br />thereto, and to the Minutes of the Finance Committee recommending <br />concurrence with the cuts detailed in McNiesh's March 11th memo. <br /> <br />In discussion, Woodburn suggested that 4-day involuntary time-off <br />be considered in several departments and that Council forego a <br />month's salary; noted that $2700 could be cut in Public Works (7 <br />employees), $1000 in Parks; Administrative (amount not figured). <br /> <br />It was noted that the General Fund could be reduced by $26,205, if <br />cuts are made as recommended by the Finance Committee (includes <br />estimated reduction in fire contract and Cable TV reimbursement) <br />$9,000 + civil defense siren and ordinance codification ($3000 +) ~ <br />were budgeted in 1981, representing additional 1982 costs, not - <br />budgeted. <br /> <br />Hollenhorst moved, seconded by Hicks, that Council approve the <br />budget cuts as recommended by the Finance Committee, and detailed <br />in McNiesh's memos of March 11th and 26th. <br /> <br />Woodburn moved to add that Council and'Treasurer forego one month's <br />pay and that 4 days be taken by all hourly employees in Psrks, <br />Public Works and Administrative departments without pay. Amend- <br />ment was seconded by Hicks. <br /> <br />In further discussion, Johnson said he wants to be assured that <br />the cuts are uniform throughout; suggested 2 days off for all <br />employees (hourly and salaried). <br /> <br />Hicks moved to amend the amendment to two days for all employees <br />and one month for the Council and Treasurer. Amendment was sec- <br />onded by Woodburn. <br /> <br />Amended Amendment carried (Hicks, Woodburn, Johnson, McAllister <br />voting in favor; Hollenhorst voting in opposition (4-1). <br /> <br />McAllister moved to amend the original motion to add a $5.00/ <br />child fee for all Summer Playground activities. Amendment was <br />aeconded by Hicks and carried unanimously (5-0). <br /> <br />Original motion, as amended, carried (McAllister, Woodburn, <br />Johnson, Hicks voting in favor: Hollenhorst voting in opposition <br />(4-1) . <br /> <br />Committee Liaison Appointments <br />After Council consideration of vsrious options proposed by Mayor <br />Woodburn for committee liaison appointments, Mayor Woodburn made <br />the following appointments: <br /> <br />Board of Appeals - Hicks <br />Finance Committee - McAllister <br />Human Rights Commission - Hollenhorst <br />Newsletter Communication Committee - Hollenhorst <br />Parks Committee - McAllister <br />Planning Commission - Woodburn <br />Public Safety Committee - Johnson <br />Public Works Committee - Hicks <br /> <br />~ <br /> <br />McAllister moved, seconded by Hollenhorst, that Council ratify <br />the Mayor's Committee liaison appointments. Motion carried unani- <br />mously (5-0). <br /> <br />Motorola Tower Lights <br />McNiesh reported that she asked Mr. Vaughan to attend the April <br />12th meeting relative to resolution of the tower lights and that <br />he may have a conflict. Council concurred that, if necessary, a <br />apecial meeting would be called. <br /> <br />Human Rights Commission Appointments <br />Hollenhorst offered the names of Ron Christianson and Howard <br />Sorensen for appointment to the Human Rights Commission. <br /> <br />-4- <br />
