Parking ~eement - CD~ <br />In discussion, Parks Director Buckley indicated the need <br />of approximately 60 parking spaces for the two proposed <br />softball fields. Concern was expressed relative to <br />maintenance and police supervision of the parking area; <br />also of concern was jammed parking on the Wyncrest Court <br />cul-de-ssc on west side of the park. It was noted that <br />the residents attending the neighborhood meeting strongly <br />opposed the league ball field; want the park to be a <br />"neighborhood" park with play equipment and possibly . <br />tennis courts; feel league games and parking will be <br />noisy and a nuisance to the residential area. <br /> <br />It was noted that the Parks Committee recommends grading the area <br />for the ballfields, this spring, if we have a parking agreement <br />with CDC. <br /> <br />Council deferred action on the Cummings Park plans pending a CDC <br />parking agreement. Buckley said the timing schedule calls for <br />1982 spring grading and seeding of the ballfield srea only; no <br />backstops or fields would be created this year. It was suggested <br />that if a parking agreement cannot be obtained, the park may have <br />to be redesigned. <br /> <br />1982 Spring Programs <br />McAllister moved, seconded by Hollenhorst, that Council approve <br />the 1982 Spring Program aa recommended (Minutes of Parks Co~mittee <br />of 2-9-82). Motion carried unanimously (4-0). <br /> <br />1982 Budget Cut Recommendations <br />Council was referred to suggested budget cut recommendations by the <br />Finance and Public Works Committees (February Meeting Hinutes). <br />It was noted that the Parks Committee has been asked to make sim- <br />ilar recommendations for Council's consideration. <br /> <br />No action was taken, pending receipt of recommendations from the <br />Parks and Recreation Committee. <br /> <br />Committee Appointments <br />Council was referred to memo relative to Board of Appeals and <br />Planning Commission status of appointments. <br /> <br />No action was taken pending receipt of appointment recommendations. <br /> <br />Proposed Bond Issue <br />A transparency was shown relative to Financing Plans for Pending <br />Projects, <br /> <br />After review and discussion, Council concurred with the Financing <br />Plan. <br /> <br />McNiesh reported that the estimated bond lssue amount of $2,871,000 <br />49~~~Pt include all bond issuance costs and discount. Bond <br />~~ Popovich will estimate these costs and prepare the reso- <br />lution for the bond sale for Council action at the March 8th meet- <br />ing. <br /> <br />. <br /> <br />Approval of Basketball Instruct2r/C~a~he~ <br />Council was referred to Buckley's memo of 2/19/82 requestlng approv- <br />al to hire spring program personnel. <br /> <br />McAllister moved, seconded by Ho11enhorst, that Council approve <br />the hiring of the individuals for the 1982 Spring Programs as list- <br />ed in Buckley's memo.
