.

are we all saying this? Is it wise to have lights? I know a
lot of children go out there. There's nothing finer that going
out sleigh riding at night. Walking in the evenings, a lot of
us don't get the chance except on weekends. The evening lights
were beautiful over in Shoreview when I lived there. I used to
go night skiing all the time because there were lights. Is
that against the principles? I hear we don't have any street
lights because people don't want them. Everyone I talk to
wants them, so I'd like to know who doesn't want street lights.

MAYOR WOODBURN: Can we note your comments? Perhaps they
don't go toward this improvement.

MRS. UDAGER: Yes. You were talking about using ~e park
and that's why I wanted to bring that up. Doesn't it ~mprove
the park to use it? I've been over in the park - that's what
I was going to get at - how many times, and I see very few
people over there and I think it's too nice of a park not to
use. Very few people have I seen, and I'm over there an awful
lot. I guess that was the brunt end of my remarks. I think
we should use it - it's beautiful.

.

MR. WILLIAM BERNTSEN, 1479 Colleen Avenue: I really
appreciate the traffic problems the folks have down here. On
Hamline - I think I was about the second citizen to move into
Briarknoll No. I and there really has hardly been a morning
when I haven't had to - sad to say this - make some driver
rather irate after about three or four minutes, coming out on
Colleen, sneak in between a couple of cars, and all the head-
lights were blinking at me from the rear end. Whether there
is one or two or three here, citizens coming into the Briar-
knoll No.1 area, we all have similar problems exiting onto
Hamline. I think the real issue before the Council here is
. . . (Changed Tape) . . . I don't think it's reasonable for
anyone to subject them, if suddenly something should be a
problem here, to go clear 'out to 96, back over to Hamline and
down. I really feel that if this plat - I'm not sure whether
it's been approved or not or whether it's in the process -
is going to be approved, that these citizens should be given
equal access to this and I think the citizens who will even-
tually reside here, too, should have opportunity to exit
either way. It really is a matter of the welfare and well-
being and safety of the people here, in terms of access to
the streets. I really feel that approving anything in here -
in fact it should have been thought of here - demands equality
of access in traffic in both areas.

MRS. NANCY KLEINMAN, 4242 Norma Avenue: I would like
to address the issue of safety for the children. We have a
young child, and I brought her over to the park on several
occasions and felt very frightened about the seclusion of the
park. It's very, very secluded. I think that if we would
have a street it would help. Children don't belong in streets,

20
