.

.

,

opening and it's sort of like when two people are walking at
each other - first they both move this way, then that way -
you both start out onto the street and the~ have to stop because
both of you are trying to get out there and go to the south
area there. It really does create a problem and then you
complicate it by doubling that traffic coming there. I think
that's something you really have to take a look at because
that really does create a problem going through there, if that
street comes around through there. Also, if that occurs, at
what point do you have to widen Floral Drive or improve Floral
Drive? I assume if that happens, then that assessment would
immediately come back onto our citizens along Floral Drive.
We're talking about that street being on the developer (in-
audible) .

MR. GREGORY QUARFOTH, 1397 Indian Oaks Court: I have
two small children too, but to me the primary safety issue is
still the intersection on Floral Drive and Hamline. TO me,
there is seclusion in the park, but it is a park, not a play-
ground. I like the seclusion. I just don't think that Floral
and Hamline will take that kind of traffic flow and I just
don't think you can bank on the State saying they'll put a
stop sign up there. I also agree that the traffic problem on
Colleen is bad. I think there should be a stop sign or some-
thing there to help traffic flow along there. But I still
think the primary safety issue is at Floral Drive and Hamline.
It ',s more likely I'll have an accident and kill one of my
kids there than they'll be hurt in the park.

MR. MICHAEL OLSON, 4107 Gale Circle: First of all, I'd
like to know why putting a road through a park makes it safer.
The second thing, has somebody looked at the possibility of
a three way stop up at Colleen? At least they'd get a chance
to legally get out on Hamline. The other thing it would do is
slow down Hamline. Nobody goes 45 miles an hour on Hamline.
That 55 miles an hour from Snelling goes right to 96. It did
wonders at F and Lexington.

MR. CHRISTOFFERSEN: I guess I really can't comment on
that. County Road F and Lexington is a four way stop.

MAYOR WOODBURN: That's where $80,000 worth of semaphores
went in.

MR. OLSON: Well, it helped.

MRS. UDAGER, 4255 Norma: You said no bike riding on
Hamline - how do you get out of Briarknoll and that area if
you can't ride your bike across?

MR. CHRISTOFFERSEN: As far as a stop sign on Hamline
Avenue, I'd just have to take that under consideration and
make recommendations back to the Council.

MAYOR WOODBURN: What does it do to the speed?

22
