,

.

MR. CHRISTOFFERSEN: It would probably reduce the speed
when people got used to it. The first initial shock could
create more accidents that you're willing to face. I guess I
really don't know the answer at this time.' ,

MAYOR WOODBURN: Were there several studies quoted out of
your traffic engineer's office, on speed 400 feet from stop
signs? I believe there were. There are several articles out
of traffic engineering studies, actual studies made, that 400
to 500 feet from stop signs, the average speed increased.
People over-speed once they have to stop.

MR. MICHAEL OLSON: At least it would give'them a chance
to get onto Hamline.

MRS. MONICA TUGGL~, 4126 James Circle: Why is everyone
using the Hamline exit? Everyone that works at Land O'Lakes
and Control Data, why can't they go down - a lot of people
work downtown. Do they have to go down Snelling? (Inaudible)

MAYOR WOODBURN: .The traffic is 5300 AnT on Hamline

MRS. NANCY OLSON, 4107 Gale Circle: I just have one
question I'd like to ask. I lived in another area and when
you come to a spot like this where there is so much emotion
and 'everybody wants something, you have to get outside help to
come in and solve the problem. Has that ever been considered?
Even though it cost a little bit, it did help.

MAYOR WOODBURN: We have had three outside people -
consultants - help us on this. We have had our eng1neer, who
is a consultant to us. He's not, the village engineer, as
such, he works for the village - Mr. Christoffersen. We have
had a highway specialist from Short-Elliott tell us about the
traffic flow. We've had our consultant from (inaudible) and
Chapman tell us whether it's good, general planning and maybe
somebody else. We've had 'the fire chief comment to us and
we've had the Ramsey County police comment to us. Anything
else? We have our own internal groups, of course, but as far
as hiring consultants or people that are not working for the
Village, we'd have to pay them.

.

ADELE ANDERSON, Park Department: I have a question about
your last comments. Can you share with us any recommendations
or any of the information that Mr. Christoffersen and the
other planners you mentioned, the other consultants that have
given you information - did they make a recommendation either
way?

MAYOR WOODBURN: They all did. The traffic consultant
merely gave us some figures. Beyond that, Mr. Christoffersen,
would you like to comment on your recommendation from an
engineering viewpoint?

MR. CHRISTOFFERSEN: Based on the length of both Norma
Avenue and Flor~l Drive and considering the input, the traffic

23
