.

hard surface court that is there now. We would have to move the
play structure away from the street that would go in there. We
haven't even talked about the amount of land that would be given
to him. We've talked about what he's giving to us, but we
haven't even talked about the acres that we would be giving to
him for the road. How is that going to be resolved?

MR. EIBENSTEINER: Do I have to answer that? I guess at
this time - I'm not in favor of paying for the whole street.
I'd like to pay for a partial street or a partial cul-de-sac.
Other than that, I have no plan to pay for restoration of the
park. That's where I'm at right now.

MRS. SUE HUSTINGS, 4136 Norma Circle: I think the Council
is aware of the fact that Marcel is a businessman, he's been
doing this a long, long time and he's never going to tell you
he's going to give you as much as he expects to give. That is
elementary. What she is saying is that we are giving this.
This is for his use. He is going to get in excess of $30,000
per lot. The difference between him putting in the extra road,
according to your figures, is approximately $29,000, which is a
small percentage of that (inaudible) because of the way he pays
his property taxes (inaudible). He knows where every dollar is
going and I know that you're going to keep that in mind when
you decide what the park dedication will be.

MAYOR WOODBURN: He's a businessman so we intend to give
him the business. Are there any new ideas?

..

MR. MICHAEL OLSON, 4107 Gale Circle: This may not be a
new idea because I'm going to re-emphasize what the person
from Indian Oaks Court said about the primary problem here is
the safety at West Floral Drive and Hamline. That is indeed
the primary problem and I heard from the traffic people here
that it may be resolved when we widen the street. With our
austerity program, I'm not sure that that will ever come,
especially from the state; and I don't believe that Arden Hills
may take it upon themselves to do any widening in the streets.
Again, it's just a re-emphasis of the gentleman from Indian
Oaks. He hit it right on the head. .

MR. DOUGLAS COULL, 1365 Eide Circle: Someone mentioned
that there are emotions involved. This is certainly true. I
came out here because I like it out here. It's quiet, except
for a little rumble from 694. I like that park just exactly
the way it is. My wife and I go walking there, there happens
to be a path for us the way we come from Eide Circle on down
to Floral, without getting run over - we're real careful -
and we enjoy it. I suppose maybe that's not a forward-looking
progressive view, but nevertheless, I like it the way it is -
just the way it is. Secluded or not, it's a delightful park.
I fail to understand how a cul-de-sac is going to improve the
park at all. I'm sympathetic to the gentleman who is expanding
and building out there - that's what keeps the country going.

25
