.

,

.

,

.

COUNCILMAN JOHNSON: Under the Arden Hills code having to
do with subdivisions, under the statement on cul-de-sacs, the
maximum length for cul-de-sac streets shal;L be 500 feet,
measured along the centerline of the intersection of origin to
the end of right-of-way unless there are 18 or less lots
abutting the cul-de-sac. Each cul-de-sac shall be provided
at the closed end with a turn-around having an outside total
diameter of at least 100 feet and a street/property line
diameter of at least 120 feet.

MAN IN AUDIENCE: So this, in fact, is longer than the 500
feet to the right-of-way that is normally prescribed? In the
past, have you deviated within the village of Arden Hills from
that ordinance?

COUNCILMAN JOHNSON: Not under that ordinance,.

COUNCILMAN McALLISTER: Isn't Floral Drive (inaudible)?

COUNCILMAN JOHNSON: Floral was there before the ordinance.

MAYOR WOODBURN: There are deviations, depending on how
you look at it. In other words, two outstanding deviations
are right here (inaudible) except there we built fire lanes
between so they're not true cul-de-sacs. There may be one or
two 'others since this ordinance was passed.

MAN IN AUDIENCE: When was that passed?

MAYOR WOODBURN: Perhaps I should correct myself. I
said since that ordinance was passed - that provision has been
in at least two zoning ordinances that I know of. I don't
know when the first one was passed. It was more than six years
ago.

.

MAN IN AUDIENCE: On~ of the issues from the report from
the consultant did state that final decision regarding the
connection will probably rest with the cost of the connection,
the desirability of eliminating two cul-de-sacs, desirability
of providing alternate access for convenience and emergencies
and the impact on existing plots. I think there he is implying
that the fact that this plan to not connect it through would
give the two long cul-de-sacs. I think that's an issue here,
where there's a safety issue of access for the fire equipment
and for emergency vehicles to get into the new development
and also actually providing better alternate access to Floral
Drive, should there be a problem on Hamline.

MR. JOHN MINER, 4126 Norma Circle: When will you vote
on this? You're discussing this tonight. Does this come up
for a vote at the next Council meeting?

MAYOR WOODBURN: It would be up to the Council to deter-
mine tonight. They could vote on it tonight or they can
postpone it for quite a long period of time.

27
