I guess I'd <br />like some clarification. I don't think it's fair to go ahead <br />and approve this when Marcel can't afford the assessments. I <br />think we have some things to straighten out on that. I, too, <br />opposed the road through the park until I began thinking about <br />Grey Fox Road, where it was so obvious to me that we should <br />make that connection. If we make that connection, by the same <br />token I think we should make this connection just from an <br />engineering point of view. Before I vote for a road through <br />Floral Park, I would like to make clear in mind how we intend <br />to pay for it. I'm not sure it's right to put the entire <br />burden on Marcel, who doesn't really care if there's a road <br />through the park or not. I would like to get that worked out. <br /> <br />MAYOR WOODBURN: Councilman Johnson, do you have any <br />comments or questions? <br /> <br />. <br /> <br />COUNCILMAN JOHNSON: Yes. Where do I start? I think <br />there are people here that probably feel I've made up my mind <br />and am ready to push the road through, and I'm probably still <br />in favor of the road, but I think you're here tonight to hear <br />why. You deserve to know why some of these things - how we <br />arrive at it. Believe me" it doesn't come easy. I'd like to <br />address a few things here. First of all, I'd like to address <br />some planning history that's gone on in Arden Hills. I think <br />newer residents deserve to know it. I was twelve years on the <br />Planning Commission watching a lot of this planning go through, <br />with many frustrations - primarily the frustration that we <br />weren't making the connections from Hamline to Snelling that <br />we really wanted because of the individual developments. If <br />you were to go back to the state aid maps of 1971, you would <br />find that Floral Road was projected to go through and connect <br />to Snelling. It was a state aid road. If you were to go to <br />1975 planning maps, you'd find that Floral Road was still in- <br />tended to connect through to Snelling Avenue. If you were to <br />go to the comprehensive plan of 1976 and the state aid map, it <br />was still there. There have been many of you that have lived <br />here long before 1976. Then we came up with a comprehensive <br />plan wherein, under the transportation portion of it, it read, <br />for thoroughfare systems - the City will encourage new develop- <br />ment to provide (inaudible) streets, which are sensitive to <br /> <br />29 <br />
