.
,

.

.

with the road going through, that we have to look at Hamline
parallel to this project. Not only from the standpoint of
Floral, but also from the standpoint of Colleen. Colleen has
its share of problems too. I don't think that I'm ready to make
a vote tonight, because I think if I was to vote I would have
contingencies on it that probably would hold up the vote. I
guess I'd like to be able to look closer at these contingencies
before making a decision.

COUNCILMAN McALLISTER: A contingency - for instance, a
right turn lane or something like that?

COUNCILMAN JOHNSON: Yes. I'm not at all sure that we
can't talk to the State about traffic control on Floral and
Hamline. We've heard this story on Snelling and Hamline years
ago. We've learned some lessons on Hamline and 51. I'm not
convinced that we can't accomplish something else.

MAYOR WOODBURN: Do you think, within the time frame that
we're allowed to approve or disapprove this, that we could
accomplish something or find out if any of these changes on
Hamline are possible?

COUNCILMAN JOHNSON: What's our time frame?

,MAYOR WOODBURN: We're beyond it now, for approval of the
preliminary plat. Based on what I see going on, the way
property is selling, I don't think that the developer is going
to be in too much of a panic to get out there and put signs up.
Do you agree?

MR. MARCEL EIBENSTEINER: I ,agree.

COUNCILMAN JOHNSON: I think we have a number of things
that should really be looked at parallel with this. I've been
frustrated with this development since eight years ago.

MAYOR WOODBURN: Mrs. Zehm, what is the time limit that
we are required to approve or disapprove this?

MRS. ZEHM: It was 60 days, I believe.

MAYOR WOODBURN: We're required to act on it after 60 days?

MRS. ZEHM: Yes. I can look it up;

.

COUNCILMAN JOHNSON: While she's doing that, I'll bring
up another area here that has to do with the park. I can
appreciate the concern of the Park Committee of losing the
land and believe me, they're an aggressive bunch. I was just
wondering - we may not be able to do so much with the land it-
self, but if monies could be someway transferred back to the
Park Committee - I heard from the representatives of Colleen
earlier that they, in turn, may be helpful in helping with some
of the costs. If they have a problem in the assessment rolls

31
