<br />I <br /> <br />-Minutes of Regular Council Meeting <br /> <br />January 11, 1982 <br /> <br />Civil Defense Siren <br />Council wae referred to recommendations of the Public Safety <br />Committee (meeting of Nov. 16th). Johnson reported that it is <br />the Com.ittee's intent that one 120 db siren be inetalled in 1982 <br />in the north portion of the Village (Townhouse/Briarknoll area) <br />as shown on Alternate 4, Map 5 of Miller's October 5th report; <br />suggested revision of the 1982 Budget to buy the siren. <br /> <br />Miller offered to respond to questions Council may have relative <br />to his report. Noted eome concerns relative to outdoor systems, <br />which have some weak areas (e.g. hotele, business places etc.); <br />advised of some alternative systems that are available such as <br />"home uni ts II. <br /> <br />. <br /> <br />After diecussion, McAllister moved, seconded by Johnson, that <br />Council authorize Miller to prepare plans and specifications for <br />the northerly siren ae recommended by the Public Safety Committee. <br />Motion carried unanimously (3-0). <br /> <br />Resolution No. 82-9, Withdrawing Request for Metropolitan <br />Council Review and Approval of the Proposed Sewer Policy Plan <br />.Amendment <br />It was explained that modification of the Water Quality Policy <br />Plan must precede Metropolitan Council approval of the proposed <br />Sewer Policy Plan amendment, and because Metropolitan Council is <br />required to act upon the plan amendment within 90 days of sub- <br />miesion, it may act negatively on the amendment at this time; <br />therefore, it has been suggested that Arden Hills withdraw its <br />request for Metropolitan Council review and approval. <br /> <br />McAllister moved adoption of Reeolution No. 82-9. Motion was <br />seconded by Johnson and carried unanimously (3-0). <br /> <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br /> <br />Investments <br />None <br /> <br />OTHER BUSINESS <br /> <br />Approval to Execute AKreement for Installation and Maintenance <br />of Traffic Control SiKnals - Lexington Avenue at County Road F <br />McAllister moved, seconded by Johnson, that Council authorize <br />execution of the Agreement for Installation and Maintenance of <br />the Traffic Control Signale at Lexington Ave. and County Road F. <br />Motion carried unanimouely (3-0). <br /> <br />Request for Time Extension for Building Permit - W.W. Grainger <br />Johnson moved, seconded by McAllister, that Council approve a six <br />month time extension for building permit approval for W.W. Grainger <br />(until.-12-82). Motion carried unanimously (3-0). <br />7 <br /> <br />Additional 1982 Appointments <br />After nomination by Mayor Woodburn; McAllister moved, seconded by <br />Johneon, that the following additional 1982 appointments be rat- <br />ified by Council: <br /> <br />. <br /> <br />Milt Carter - Finance Committee <br />Martin Grogen - Board of Appeals Chairman <br />Robert Woodburn - North Suburban Cable Commission <br />Alternate <br /> <br />Motion carried unanimously (3-0). <br /> <br />Donation - The Presbyterian Homee <br />Council extended its appreciation to the Presbyterian Homes for <br />its donation of $1200 to the City of Arden Hills for services <br />rendered. <br /> <br />City of Arden Hills vs. Jay Bros.; Inc. <br />After diecussion, Council asked that Prosecuting Attorney Filla <br />be asked to attend the February 8th Council meeting to discuss <br />procedural details to get this property to conform with the Zon- <br />ing Ordinance requirements. <br /> <br />-3- <br />
