.
.
.-
.
.
.
.
.
I
.~
I
I
I
.
.
I
.
.-
.

ARDEN HILLS CITY COUNCIL - FEBRUARY 12.1996

7

Ms. Stoutenburg stated Pascal Avenue residents would like the same consideration given to them
that was given to the Oak Avenue residents.

Mayor Probst inquired what the rule ofthe corner lot states regarding assessment costs. Mr.
Fritsinger stated it is calculated as the shorter side of the lot, plus one third of the long side.

Mr. Fritsinger stated that there were a number of issues involving drainage on Pascal A venue,
and correcting them will not solve those issues completely, but should help.

Mayor Probst stated that a reasonable effort must be made to improve drainage on Pascal
Avenue, and that given the total number of miles of streets that need to be maintained in Arden
Hills, the City needs to get the best possible results.

Ms. Stoutenburg agreed with the Mayor that thc strects need to be maintained, but noted that
therc are only live houses on Pascal Avenue.

Mayor Probst stated that the Council approved decreasing the street width of Pascal A venue from
32 feet to 26 feet, and will address the recommendations during the assessment process.

Mayor Probst stated he understands the curb and gutter request, but is unsure ifhe can support
not having curb and gutter due to the drainage issues.

Greg Stonehouse, City Engineer, stated that they will proceed with field visits to discuss and
explain the reconstruction plans to residents on site.

Mr. Fritsinger stated that the results of the soil borings should be completed within one week,
and that the topography survey is scheduled for next week. Mayor Probst inquired ifthe test
results could be completed by February 28, 1996. Mr. Fritsinger responded aflirmatively and
stated the item could be placed on the March 11,1996 City Council agenda.

Councilmember Aplikowski stated that Mr. McDermott, a resident on Pascal Avenue, requested
that the City be as sensitive as possible to the area, and requested to meet with the engineers to
ask questions regarding location of curb and gutter.

Mayor Probst noted that if reconstruction is not done, the quality will be compromised. He cited
Cleveland Avenue as an example, stating the cracking is back within three years of resurfacing.

Ms. Stoutenburg noted that Cleveland Avenue has heavier traffic than Pascal Avenue and stated
she did not want to pay to correct other resident's water drainage problems.
