He stated the watermain is for a <br />public purpose, and a interest-free deferral should be explored since there is no benefit to the <br />resident until hook-up. He stated a bike trail around the west side of Round Lake should be <br />explored, as it was originally part of the Gateway Plan. <br /> <br />Councilmember Hicks clarified that a number of homes are ready to hook-up now. <br /> <br />Mayor Probst invited the audience to comment further on this issue. No further comments were <br />offered. <br /> <br />Councilmember Aplikowski stated she agreed with Councilmember Malone's assessment of the <br />meeting, and recommended a deferred assessment plan. <br /> <br />Mayor Probst stated the new loop is an asset to the City for fire protection, and should be <br />assessed as iftwo sides of the street were involved, and deferred without interest until hook-up. <br /> <br />MOTION: <br /> <br />Keirn moved and Aplikowski seconded a motion to adopt Resolution #96-25, <br />Receiving the Feasibility Report and Ordering a Public Hearing on the <br />Improvement in the Matter of the Old Highway 10 Watermain Improvement of <br />1996. The motion carried (5-0). <br /> <br />B. Plannin~ Case #96-22. International Paner - Site Plan. 1300 Red Fox Road <br /> <br />Kevin Ringwald, Community Development Director, reviewed for the Council that the applicant <br />is requesting approval of a site plan to facilitate a 49,047 square foot expansion to their facility <br />on a 12.151 acre parcel zoned I-Flex. <br /> <br />Mayor Probst inquired if there were any lot coverage issues. Mr. Ringwald replied that all code <br />required setbacks, parking, and lot coverage were met by the applicant's proposal. <br /> <br />Mayor Probst inquired ifthe exterior would be of brick. Mr. Ringwald replied that the office <br />portion would be a brick exterior, and the manufacturing portion of the building would be a <br />ribbed-concrete material. <br /> <br />Ryan Stein, Mapager for International Paper, stated he had nothing further to add to Mr. <br />Ringwald's report. <br /> <br />Councilmember Hicks clarified that a total of 105 employees would be employed with this <br />expansion, an increase 25 employees, split over three shifts. <br />
