Provision of the required landscape performance bond as required by the Zoning <br />Ordinance; <br />2. Provision of the required silt fencing adjacent to all areas that are to be distributed by the <br />proposed expansion; <br />3. Approval of the grading, drainage, and sediment/erosion control plan by the Rice Creek <br />Watershed District; and <br />4. Compliance with the City Engineer's letter dated March 4, 1996, prior to consideration of <br />this case by the City Council. <br /> <br />Mr. Ringwald noted modifications subsequent to the Planning Commission recommendation: <br /> <br />Condition 2. The applicant's revised drainage and erosion plan (dated March 26, 1996) <br />provides for silt fence required by this condition. <br /> <br />Condition 3. The applicant received approval of the Rice Creek Watershed District on March <br />27, 1996. <br /> <br />Condition 4. The applicant has complied with the City Engineer's letter dated March 4, 1996 <br />(Exhibit B). <br /> <br />MOTION: Hicks moved and Malone seconded a motion to adopt Planning Case #96-22, <br />International Paper - Site Plan, 1300 Red Fox, subject to the conditions stated <br />above. The motion carried unanimously (5-0). <br /> <br />C. Resolution No. 96-28. Requesting Ramsey Countv to Restrict Parking: Along: a <br />Portion of County Road D <br /> <br />Dwayne Stafford, Public Works Superintendent, reviewed for the Council that Ramsey County <br />has requested the City to restrict parking along the north side of County Road D and Cleveland <br />A venue, 350 feet east of the intersection, due to widening of the street in this area. He stated this <br />condition would have no impact to the corner commercial lot, but would impact the residents on <br />the first lot to the east of the corner commercial lot. <br /> <br />Mayor Probst clarified that two motions must be made; one to approve the project, and one to <br />approve the parking restriction. <br /> <br />MOTION: <br /> <br />Hicks moved and Malone seconded a motion to approve the concept plan for <br />Reconstruction of County Road D. The motion carried unanimously (5-0). <br />
