The motion carried unanimously (5-0). <br /> <br />D. Resolution No. 96-27. Determining Assessed Costs ofImvrovement and Orderinl!: <br />Preparation of Proposed Assessment Roll in the Matter ofthe Street Improvements <br />Project of 1996 <br /> <br />Mr. Stonehouse stated the bid opening for the 1996 street improvement project was held on April <br />26, 1996, and that four bids were received. He stated the low bid of$379,973.43 was received <br />from T.A. Schifsky, and a high bid of $434,008.05 from Ashbach Construction. <br /> <br />Councilmember Hicks inquired how the $121,591.50 City cost estimate was determined. Mr. <br />Stonehouse replied that it was calculated as part ofthe assessment policy of projected contract <br />costs plus 32 percent for overhead, legal, and contract management costs. <br /> <br />Councilmember Malone stated the engineer had previous preliminary calculations on lots for <br />assessments, and will use these updated cost figures to prepare the final assessment roll. <br /> <br />MOTION: <br /> <br />Malone moved and Aplikowski seconded a motion to adopt Resolution No. 96- <br />27, Determining Assessed Costs ofImprovement and Ordering Preparation of <br />Proposed Assessment Roll in the Matter of the Street Improvements Project of <br />1996. The motion carried unanimously (5-0). <br /> <br />E. Discussion and Recommendation to Approve 1996 Local #49 Contract Settlement <br /> <br />Mr. Fritsinger stated a final proposal had been presented by the City and ratified by Local #49. <br />He stated a bench handout was distributed from Karen Olson, Labor Relations Associates, <br />clarifying the proposal for the Council. Mr. Fritsinger stated Statf felt it was a good contract, and <br />allows the City to stay within state mandated pay equity requirements. <br /> <br />Mr. Fritsinger stated work rule language still needs to be addressed, and a meeting will be held <br />with the union representative, Dwayne Stafford, Public Works Superintendent, and himselfto <br />discuss this item. Mr. Fritsinger stated a re-draft of the contract will then be completed and <br />forwarded to the Council for signature. <br /> <br />Councilmember Aplikowski stated that 12 holidays seems excessive. <br /> <br />Councilmember Hicks stated the contract was long in coming, and was good for both the Union <br />and the City. <br />
